Ordinary Meeting <str<strong>on</strong>g>of</str<strong>on</strong>g> Council - <strong>18</strong> July <strong>2006</strong> 4 / 3<br />

2005 615 (Average 51) 123 ( Average 10) 738<br />

<strong>2006</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> end June 246 ( Average 41) 59 (Average 10) 305 (6 m<strong>on</strong>ths)<br />

Data obtained from Northern Area Health Service reveals that, for children aged 12-15 m<strong>on</strong>ths, the<br />

nati<strong>on</strong>al immunisati<strong>on</strong> goal is 95%, the nati<strong>on</strong>al average is 91% , whilst the rate in Ku-ring-gai is<br />

slightly <str<strong>on</strong>g>be</str<strong>on</strong>g>low at 90%. This low rate in Ku-ring-gai is attributed <str<strong>on</strong>g>to</str<strong>on</strong>g> poor reporting by GPs <str<strong>on</strong>g>to</str<strong>on</strong>g> the<br />

nati<strong>on</strong>al immunisati<strong>on</strong> register rather than n<strong>on</strong>-immunisati<strong>on</strong>. (The greater use <str<strong>on</strong>g>of</str<strong>on</strong>g> private GPs <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

provide immunisati<strong>on</strong> for Ku-ring-gai children further enforces this.)<br />

Staffing and costs<br />

The clinics c<strong>on</strong>ducted by Council in c<strong>on</strong>juncti<strong>on</strong> with NSW Health, up unitl May <strong>2006</strong> ,were<br />

staffed by <strong>on</strong>e medical practiti<strong>on</strong>er, three immunisati<strong>on</strong> nurses and up <str<strong>on</strong>g>to</str<strong>on</strong>g> three administrati<strong>on</strong><br />

<str<strong>on</strong>g>of</str<strong>on</strong>g>ficers <str<strong>on</strong>g>of</str<strong>on</strong>g> Council.<br />

The provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the medical practiti<strong>on</strong>er ceased <strong>on</strong> the 16 May <strong>2006</strong>, with her resignati<strong>on</strong>. NSW<br />

Health has advised that she will not <str<strong>on</strong>g>be</str<strong>on</strong>g> replaced and that future clinincs will <str<strong>on</strong>g>be</str<strong>on</strong>g> staffed by<br />

immunisati<strong>on</strong> nurses <strong>on</strong>ly.<br />

The immunisati<strong>on</strong> nurses are employed by Council <strong>on</strong> a casual basis, with their costs <str<strong>on</strong>g>be</str<strong>on</strong>g>ing<br />

reimbursed by NSW Health <strong>on</strong> an annual basis. Administrati<strong>on</strong> staffing costs are borne by Council.<br />

Currently, the m<strong>on</strong>thly clinic amounts <str<strong>on</strong>g>to</str<strong>on</strong>g> a m<strong>on</strong>thly cost <str<strong>on</strong>g>of</str<strong>on</strong>g> $900 <str<strong>on</strong>g>to</str<strong>on</strong>g> Council. This cost includes<br />

staffing ($759) <str<strong>on</strong>g>of</str<strong>on</strong>g> clinic morning and evening, prior administrati<strong>on</strong> in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> preparati<strong>on</strong> in<br />

sending invitati<strong>on</strong>s and ensuring adequate medical supplies ($60), record keeping, and clininc set<br />

up ( $80). Vaccine is provided by NSW Health free <str<strong>on</strong>g>of</str<strong>on</strong>g> charge, however, any vaccine that is spoilt<br />

must <str<strong>on</strong>g>be</str<strong>on</strong>g> paid for by Council.<br />

The cost <str<strong>on</strong>g>of</str<strong>on</strong>g> providing the immunisati<strong>on</strong> service is approximately $14 - $20 per child attending, by<br />

way <str<strong>on</strong>g>of</str<strong>on</strong>g> in-kind administrative support and the supply <str<strong>on</strong>g>of</str<strong>on</strong>g> ancillary pharmecuticals such as needles,<br />

skin wipes etc.<br />

Locati<strong>on</strong><br />

As previously stated, clinics are <str<strong>on</strong>g>held</str<strong>on</strong>g> <strong>on</strong> a m<strong>on</strong>thly basis. Clinics are c<strong>on</strong>ducted within the Council<br />

admininstrati<strong>on</strong> building <strong>on</strong> Level 3, (in the foyer area immediately outside the Council cham<str<strong>on</strong>g>be</str<strong>on</strong>g>r).<br />

The locati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the clinics is not ideal, in so far as adequate provisi<strong>on</strong> cannot <str<strong>on</strong>g>be</str<strong>on</strong>g> made for either<br />

attending medical staff (space, running hot and cold water, examinati<strong>on</strong> tables) or the clients<br />

(privacy, quiet room, ramp access, threat <str<strong>on</strong>g>of</str<strong>on</strong>g> staircase).<br />
