<strong>on</strong> the surrounding residential amenity or the envir<strong>on</strong>ment. The proposal is recommended for<br />

approval.<br />

RECOMMENDATION<br />

Pursuant <str<strong>on</strong>g>to</str<strong>on</strong>g> Secti<strong>on</strong> 80(1) <str<strong>on</strong>g>of</str<strong>on</strong>g> the Envir<strong>on</strong>mental Planning and Assessment Act, 1979<br />

THAT the Council, as the c<strong>on</strong>sent authority, grant development c<strong>on</strong>sent <str<strong>on</strong>g>to</str<strong>on</strong>g> DA 190/06 for the<br />

change <str<strong>on</strong>g>of</str<strong>on</strong>g> use <str<strong>on</strong>g>to</str<strong>on</strong>g> a veterinary clinic, fit out and signage <strong>on</strong> land at 2 Princes Street, Turramurra for a<br />

period <str<strong>on</strong>g>of</str<strong>on</strong>g> two (2) years, subject <str<strong>on</strong>g>to</str<strong>on</strong>g> the following c<strong>on</strong>diti<strong>on</strong>s:<br />

General<br />

1. The noise c<strong>on</strong>trol measures, as recommended in the report prepared by Acoustic Logic<br />

C<strong>on</strong>sultancy, dated 28 April <strong>2006</strong> and num<str<strong>on</strong>g>be</str<strong>on</strong>g>red <strong>2006</strong>275/1304A/R1/GW, shall <str<strong>on</strong>g>be</str<strong>on</strong>g> complied<br />

with.<br />

2. The ceiling shall <str<strong>on</strong>g>be</str<strong>on</strong>g> c<strong>on</strong>structed from 2 layers <str<strong>on</strong>g>of</str<strong>on</strong>g> 16mm thick plasterboard in the<br />

Ward/radiology room. No skylights are permitted. All other ceilings shall <str<strong>on</strong>g>be</str<strong>on</strong>g> a minimum 1<br />

layer <str<strong>on</strong>g>of</str<strong>on</strong>g> 16mm thick plasterboard.<br />

3. External doors shall <str<strong>on</strong>g>be</str<strong>on</strong>g> 40mm thick solid core tim<str<strong>on</strong>g>be</str<strong>on</strong>g>r door or 6.38mm laminated glazing with<br />

all gaps minimised.<br />

4. The external doors shall keep closed all the time except for people entry and exit use.<br />

5. All windows shall <str<strong>on</strong>g>be</str<strong>on</strong>g> minimum 6.38mm laminated glazing which provide R w rating 31.<br />

6. All lights shall <str<strong>on</strong>g>be</str<strong>on</strong>g> surface mounted.<br />

7. A solid tim<str<strong>on</strong>g>be</str<strong>on</strong>g>r door shall with minimal gaps shall <str<strong>on</strong>g>be</str<strong>on</strong>g> installed <str<strong>on</strong>g>be</str<strong>on</strong>g>tween the treatment room<br />

and kitchen corridor.<br />

8. Install a 64mm stud wall spaced 10mm from the existing party wall with the shop at 4 Princes<br />

Street, <strong>on</strong>e layer <str<strong>on</strong>g>of</str<strong>on</strong>g> 13mm plasterboard fixed <strong>on</strong> the stud. The cavity shall <str<strong>on</strong>g>be</str<strong>on</strong>g> filled with<br />

11kg/m3 glasswool insulati<strong>on</strong>. No mechanical c<strong>on</strong>necti<strong>on</strong> is permitted <str<strong>on</strong>g>to</str<strong>on</strong>g> bridge the stud wall<br />

cavity except at the perimetre. Refer <str<strong>on</strong>g>to</str<strong>on</strong>g> Detail AC0012.<br />

9. The premises shall <str<strong>on</strong>g>be</str<strong>on</strong>g> ventilated in accordance with the requirements <str<strong>on</strong>g>of</str<strong>on</strong>g> Part 3.8.5 <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

Building Code <str<strong>on</strong>g>of</str<strong>on</strong>g> Australia and Australian Standard 1668 Parts 1 and 2.<br />

10. The operati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the business (veterinary hospital) shall not give rise <str<strong>on</strong>g>to</str<strong>on</strong>g> an <str<strong>on</strong>g>of</str<strong>on</strong>g>fensive noise as<br />

defined in the Protecti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the Envir<strong>on</strong>ment Operati<strong>on</strong>s Act 1997<br />

11. To minimise the impact <str<strong>on</strong>g>of</str<strong>on</strong>g> noise <strong>on</strong> the surrounding envir<strong>on</strong>ment the air c<strong>on</strong>diti<strong>on</strong>ing<br />

c<strong>on</strong>denser <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> installed <strong>on</strong> the premises shall <str<strong>on</strong>g>be</str<strong>on</strong>g> suitably sound attenuated so as not <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g><br />

audible within a room <str<strong>on</strong>g>of</str<strong>on</strong>g> any residential dwelling or sole occupancy unit within the hours <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
