approval.
RECOMMENDATION
Pursuant <strong>to</strong> Section 80(1) <strong>of</strong> the Environmental Planning and Assessment Act, 1979
THAT the Council, as the consent authority, grant development consent <strong>to</strong> DA 190/06 for the
change <strong>of</strong> use <strong>to</strong> a veterinary clinic, fit out and signage on land at 2 Princes Street, Turramurra for a
period <strong>of</strong> two (2) years, subject <strong>to</strong> the following conditions:
General
1. The noise control measures, as recommended in the report prepared by Acoustic Logic
Consultancy, dated 28 April 2006 and num<strong>be</strong>red 2006275/1304A/R1/GW, shall <strong>be</strong> complied
with.
2. The ceiling shall <strong>be</strong> constructed from 2 layers <strong>of</strong> 16mm thick plasterboard in the
Ward/radiology room. No skylights are permitted. All other ceilings shall <strong>be</strong> a minimum 1
layer <strong>of</strong> 16mm thick plasterboard.
3. External doors shall <strong>be</strong> 40mm thick solid core tim<strong>be</strong>r door or 6.38mm laminated glazing with
all gaps minimised.
4. The external doors shall keep closed all the time except for people entry and exit use.
5. All windows shall <strong>be</strong> minimum 6.38mm laminated glazing which provide R w rating 31.
6. All lights shall <strong>be</strong> surface mounted.
7. A solid tim<strong>be</strong>r door shall with minimal gaps shall <strong>be</strong> installed <strong>be</strong>tween the treatment room
and kitchen corridor.
8. Install a 64mm stud wall spaced 10mm from the existing party wall with the shop at 4 Princes
Street, one layer <strong>of</strong> 13mm plasterboard fixed on the stud. The cavity shall <strong>be</strong> filled with
11kg/m3 glasswool insulation. No mechanical connection is permitted <strong>to</strong> bridge the stud wall
cavity except at the perimetre. Refer <strong>to</strong> Detail AC0012.
9. The premises shall <strong>be</strong> ventilated in accordance with the requirements <strong>of</strong> Part 3.8.5 <strong>of</strong> the
Building Code <strong>of</strong> Australia and Australian Standard 1668 Parts 1 and 2.
10. The operation <strong>of</strong> the business (veterinary hospital) shall not give rise <strong>to</strong> an <strong>of</strong>fensive noise as
defined in the Protection <strong>of</strong> the Environment Operations Act 1997
11. To minimise the impact <strong>of</strong> noise on the surrounding environment the air conditioning
condenser <strong>to</strong> <strong>be</strong> installed on the premises shall <strong>be</strong> suitably sound attenuated so as not <strong>to</strong> <strong>be</strong>
audible within a room <strong>of</strong> any residential dwelling or sole occupancy unit within the hours <strong>of</strong>
