Tenders for the supplying and laying <str<strong>on</strong>g>of</str<strong>on</strong>g> asphaltic c<strong>on</strong>crete were called by NSROC <strong>on</strong> <str<strong>on</strong>g>be</str<strong>on</strong>g>half <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

Council and close <strong>on</strong> 19 July <strong>2006</strong>. A separate report will <str<strong>on</strong>g>be</str<strong>on</strong>g> submitted <str<strong>on</strong>g>to</str<strong>on</strong>g> Council <str<strong>on</strong>g>to</str<strong>on</strong>g> advice <strong>on</strong> the<br />

primary supplier <str<strong>on</strong>g>to</str<strong>on</strong>g> Council for <strong>2006</strong>/07. Following adopti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the proposed Five Year Rolling<br />

Works Program, tenders will <str<strong>on</strong>g>be</str<strong>on</strong>g> called for stabilisati<strong>on</strong> works and rec<strong>on</strong>structi<strong>on</strong> work.<br />

Rehabilitati<strong>on</strong> works <strong>on</strong> Regi<strong>on</strong>al Roads that are funded <strong>on</strong> a dollar for dollar basis under the<br />

RTA’s Repair Program is shown separately in Appendix A. Approved allocati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> funds by the<br />

RTA will have <str<strong>on</strong>g>be</str<strong>on</strong>g>en received by <strong>18</strong> July <strong>2006</strong>. Funding for the Regi<strong>on</strong>al Road works proposed for<br />

future years will <str<strong>on</strong>g>be</str<strong>on</strong>g> subject <str<strong>on</strong>g>to</str<strong>on</strong>g> assessment by the RTA based <strong>on</strong> Council’s submissi<strong>on</strong> and the<br />

<str<strong>on</strong>g>be</str<strong>on</strong>g>nefit cost ratios. Additi<strong>on</strong>al <str<strong>on</strong>g>to</str<strong>on</strong>g> this, heavy patching works will <str<strong>on</strong>g>be</str<strong>on</strong>g> carried out <strong>on</strong> other Regi<strong>on</strong>al<br />

Roads using the Block Grant funding.<br />

CONSULTATION<br />

Residents will <str<strong>on</strong>g>be</str<strong>on</strong>g> notified by letterbox drop prior <str<strong>on</strong>g>to</str<strong>on</strong>g> any works <str<strong>on</strong>g>be</str<strong>on</strong>g>ing carried out <str<strong>on</strong>g>to</str<strong>on</strong>g> allow for<br />

comments and address any c<strong>on</strong>cerns raised by residents.<br />

FINANCIAL CONSIDERATIONS<br />

Funds are available in accordance with the adopted Ku-ring-gai Council Management Plan <strong>2006</strong>-<br />

2011 from a combinati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> grants, infrastructure levy and Council funding as shown in the above<br />

table.<br />

CONSULTATION WITH OTHER COUNCIL DEPARTMENTS<br />

The Finance and Business secti<strong>on</strong> was c<strong>on</strong>sulted in the preparati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> this report.<br />

SUMMARY<br />

The purpose <str<strong>on</strong>g>of</str<strong>on</strong>g> this report is <str<strong>on</strong>g>to</str<strong>on</strong>g> seek Council’s approval <str<strong>on</strong>g>to</str<strong>on</strong>g> adopt the <strong>2006</strong>/07 and the draft<br />

2007/2011 road rehabilitati<strong>on</strong> rolling works program based <strong>on</strong> the available funding.<br />

The program has <str<strong>on</strong>g>be</str<strong>on</strong>g>en assessed using the SMEC Pavement Management System. However,<br />

c<strong>on</strong>siderati<strong>on</strong> was also given <str<strong>on</strong>g>to</str<strong>on</strong>g> any roads that are adjacent <str<strong>on</strong>g>to</str<strong>on</strong>g> likely future developments under LEP<br />

194 and the targeted sites and these roads were deferred as c<strong>on</strong>diti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>sent may require<br />

upgrade <str<strong>on</strong>g>of</str<strong>on</strong>g> the roads by developers.<br />

Public utility authorities are notified <str<strong>on</strong>g>of</str<strong>on</strong>g> Council’s five year road program seeking comment <strong>on</strong> any<br />

utility upgrade program. Energy Australia have advised <str<strong>on</strong>g>of</str<strong>on</strong>g> a proposed upgrade plan for the<br />

Lindfield and Roseville area but this does not impact <strong>on</strong> any <str<strong>on</strong>g>of</str<strong>on</strong>g> the roads in the next two year’s<br />

program.<br />

The five year Rolling Works Program assists with future planning, designs and communicati<strong>on</strong> with<br />

residents <strong>on</strong> the likely timing <str<strong>on</strong>g>of</str<strong>on</strong>g> works. It should <str<strong>on</strong>g>be</str<strong>on</strong>g> noted that while Council has completed a<br />

num<str<strong>on</strong>g>be</str<strong>on</strong>g>r <str<strong>on</strong>g>of</str<strong>on</strong>g> roads over the last five years there is still approximately 160 kilometres <str<strong>on</strong>g>of</str<strong>on</strong>g> roads that are<br />

rated as unsatisfac<str<strong>on</strong>g>to</str<strong>on</strong>g>ry or failed.<br />
