Tenders for the supplying and laying <strong>of</strong> asphaltic concrete were called by NSROC on <strong>be</strong>half <strong>of</strong>
Council and close on 19 July 2006. A separate report will <strong>be</strong> submitted <strong>to</strong> Council <strong>to</strong> advice on the
primary supplier <strong>to</strong> Council for 2006/07. Following adoption <strong>of</strong> the proposed Five Year Rolling
Works Program, tenders will <strong>be</strong> called for stabilisation works and reconstruction work.
Rehabilitation works on Regional Roads that are funded on a dollar for dollar basis under the
RTA’s Repair Program is shown separately in Appendix A. Approved allocation <strong>of</strong> funds by the
RTA will have <strong>be</strong>en received by 18 July 2006. Funding for the Regional Road works proposed for
future years will <strong>be</strong> subject <strong>to</strong> assessment by the RTA based on Council’s submission and the
<strong>be</strong>nefit cost ratios. Additional <strong>to</strong> this, heavy patching works will <strong>be</strong> carried out on other Regional
Roads using the Block Grant funding.
CONSULTATION
Residents will <strong>be</strong> notified by letterbox drop prior <strong>to</strong> any works <strong>be</strong>ing carried out <strong>to</strong> allow for
comments and address any concerns raised by residents.
FINANCIAL CONSIDERATIONS
Funds are available in accordance with the adopted Ku-ring-gai Council Management Plan 2006-
2011 from a combination <strong>of</strong> grants, infrastructure levy and Council funding as shown in the above
table.
CONSULTATION WITH OTHER COUNCIL DEPARTMENTS
The Finance and Business section was consulted in the preparation <strong>of</strong> this report.
SUMMARY
The purpose <strong>of</strong> this report is <strong>to</strong> seek Council’s approval <strong>to</strong> adopt the 2006/07 and the draft
2007/2011 road rehabilitation rolling works program based on the available funding.
The program has <strong>be</strong>en assessed using the SMEC Pavement Management System. However,
consideration was also given <strong>to</strong> any roads that are adjacent <strong>to</strong> likely future developments under LEP
194 and the targeted sites and these roads were deferred as conditions <strong>of</strong> consent may require
upgrade <strong>of</strong> the roads by developers.
Public utility authorities are notified <strong>of</strong> Council’s five year road program seeking comment on any
utility upgrade program. Energy Australia have advised <strong>of</strong> a proposed upgrade plan for the
Lindfield and Roseville area but this does not impact on any <strong>of</strong> the roads in the next two year’s
program.
The five year Rolling Works Program assists with future planning, designs and communication with
residents on the likely timing <strong>of</strong> works. It should <strong>be</strong> noted that while Council has completed a
num<strong>be</strong>r <strong>of</strong> roads over the last five years there is still approximately 160 kilometres <strong>of</strong> roads that are
rated as unsatisfac<strong>to</strong>ry or failed.
