tenderers <str<strong>on</strong>g>to</str<strong>on</strong>g> Council.<br />

Grass Cutting Frequencies<br />

The issue <str<strong>on</strong>g>of</str<strong>on</strong>g> grass cutting frequencies was previously raised in both March 1999 and July 2004<br />

reports <str<strong>on</strong>g>to</str<strong>on</strong>g> Council <strong>on</strong> this subject, following <strong>on</strong>going complaints at some sites by the community in<br />

relati<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> the inadequacy <str<strong>on</strong>g>of</str<strong>on</strong>g> the service over the summer m<strong>on</strong>ths.<br />

The adopted frequency <str<strong>on</strong>g>of</str<strong>on</strong>g> 13 cuts per year has proved, at times, <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> inadequate in maintaining<br />

grass levels <str<strong>on</strong>g>to</str<strong>on</strong>g> a manageable height, particularly during periods <str<strong>on</strong>g>of</str<strong>on</strong>g> wet weather. A teleph<strong>on</strong>e survey<br />

with neighbouring Councils was undertaken in respect <str<strong>on</strong>g>of</str<strong>on</strong>g> cutting frequencies and is summarised in<br />

the following table:<br />

Table 1 shows the annual grass cutting frequency adopted by Council is notably less than that <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

neighbouring Councils. This is particularly pertinent c<strong>on</strong>sidering that the local government area <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

Ku-ring-gai has <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g>, if not the highest rainfall <str<strong>on</strong>g>of</str<strong>on</strong>g> any local government area within the Sydney<br />

regi<strong>on</strong>. It is, therefore, not unreas<strong>on</strong>able <str<strong>on</strong>g>to</str<strong>on</strong>g> assume that Ku-ring-gai would also have <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

most rapid grass growth rates and, therefore, the need for frequent cutting at some higher pr<str<strong>on</strong>g>of</str<strong>on</strong>g>ile<br />

locati<strong>on</strong>s.<br />

The review process c<strong>on</strong>cluded that there was justificati<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> increase the annual cuts from 13 <str<strong>on</strong>g>to</str<strong>on</strong>g> 16<br />

cuts per year at 13 selected high pr<str<strong>on</strong>g>of</str<strong>on</strong>g>ile sites, maintaining 13 cuts for the remainder <str<strong>on</strong>g>of</str<strong>on</strong>g> locati<strong>on</strong>s<br />

(390). By increasing the num<str<strong>on</strong>g>be</str<strong>on</strong>g>r <str<strong>on</strong>g>of</str<strong>on</strong>g> cuts from 13 <str<strong>on</strong>g>to</str<strong>on</strong>g> 16 for nominated high pr<str<strong>on</strong>g>of</str<strong>on</strong>g>ile sites would allow<br />

grass cutting <str<strong>on</strong>g>to</str<strong>on</strong>g> occur approximately every 16 days during the high growth period as opposed <str<strong>on</strong>g>to</str<strong>on</strong>g> the<br />

current 21-28 day turnaround. This frequency, although still not ideal when compared with the<br />

surveyed average <str<strong>on</strong>g>of</str<strong>on</strong>g> 16.2 cuts per year, should result in a significant improvement in the standard <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

services provided <str<strong>on</strong>g>to</str<strong>on</strong>g> and expected by the community.<br />

High Pr<str<strong>on</strong>g>of</str<strong>on</strong>g>ile Grass Cutting Locati<strong>on</strong>s<br />

To <str<strong>on</strong>g>be</str<strong>on</strong>g>tter address the level <str<strong>on</strong>g>of</str<strong>on</strong>g> service expected, a high pr<str<strong>on</strong>g>of</str<strong>on</strong>g>ile list <str<strong>on</strong>g>of</str<strong>on</strong>g> sites has <str<strong>on</strong>g>be</str<strong>on</strong>g>en identified.
