Investment Time Frame<br />

The current Policy specifies investment time frames that vary for individual types <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

investment. These time frames generally accord with the period over which the individual<br />

investment type can <str<strong>on</strong>g>be</str<strong>on</strong>g> expected <str<strong>on</strong>g>to</str<strong>on</strong>g> deliver its maximum return.<br />

Investment time frame should also c<strong>on</strong>sider prudent cash flow management over the short<br />

and l<strong>on</strong>g term. Council funds should <str<strong>on</strong>g>be</str<strong>on</strong>g> categorised as available for short, medium or l<strong>on</strong>g<br />

term investment and matched <str<strong>on</strong>g>to</str<strong>on</strong>g> types <str<strong>on</strong>g>of</str<strong>on</strong>g> investment which have the same time frames. This<br />

can <str<strong>on</strong>g>be</str<strong>on</strong>g> assessed by reference <str<strong>on</strong>g>to</str<strong>on</strong>g> the Management Plan which sets out Council’s planned<br />

income and expenditure.<br />

o Short Term – funds which are required within the current financial year. This<br />

requires detailed periodical cash flow forecasts <str<strong>on</strong>g>to</str<strong>on</strong>g> determine the maximum available<br />

funds that can <str<strong>on</strong>g>be</str<strong>on</strong>g> invested in highly liquid investment products, such as bank<br />

deposits and managed funds.<br />

o Medium term – net funds planned <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> withdrawn from investments within years 2<br />

<str<strong>on</strong>g>to</str<strong>on</strong>g> 4 <str<strong>on</strong>g>of</str<strong>on</strong>g> the current Management Plan.<br />

o L<strong>on</strong>g Term – the remainder <str<strong>on</strong>g>of</str<strong>on</strong>g> the Investment Portfolio.<br />

The proposed investment policy highlights investment time frame in the new secti<strong>on</strong> 1.6(E).<br />

This incorporates timing references formerly in secti<strong>on</strong>s 1.6(A) and 1.6(B) <str<strong>on</strong>g>of</str<strong>on</strong>g> the current<br />

policy.<br />

Investment Performance Reporting<br />

Investment in a wider range <str<strong>on</strong>g>of</str<strong>on</strong>g> products with different time horiz<strong>on</strong>s necessitates an<br />

enhancement <str<strong>on</strong>g>to</str<strong>on</strong>g> current reporting. The revisi<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> the Investment Policy (secti<strong>on</strong> 1.6(F))<br />

requires that reports <str<strong>on</strong>g>be</str<strong>on</strong>g> based <strong>on</strong> the following principles and specifies items <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> included:<br />

‣ Performance is reported <str<strong>on</strong>g>to</str<strong>on</strong>g> Council each m<strong>on</strong>th<br />

‣ Performance figures for each investment are calculated <strong>on</strong> the same basis. The<br />

performance figure is:<br />

o an annualised percentage return <strong>on</strong> the funds invested<br />

o return is measured over a financial year <str<strong>on</strong>g>to</str<strong>on</strong>g> date period<br />

o includes both returns <strong>on</strong> current investments and “expired” investments <str<strong>on</strong>g>held</str<strong>on</strong>g><br />

within the financial year<br />

o net <str<strong>on</strong>g>of</str<strong>on</strong>g> any fees, and<br />
