In-house project management fundamentally shifts the risks <str<strong>on</strong>g>to</str<strong>on</strong>g> Council in undertaking the project<br />

within time and budget. However in doing so does allow, like opti<strong>on</strong> 1, Council <str<strong>on</strong>g>to</str<strong>on</strong>g> prioritise works<br />

<str<strong>on</strong>g>to</str<strong>on</strong>g> implement the strategically important secti<strong>on</strong>s. As part <str<strong>on</strong>g>of</str<strong>on</strong>g> the explorati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> this opti<strong>on</strong>, advice<br />

was sought from LandVisi<strong>on</strong> Soluti<strong>on</strong>s if such an approach was feasible and how much this would<br />

cost given the design and addendum <str<strong>on</strong>g>to</str<strong>on</strong>g> the works as tendered. Attachment 3 (c<strong>on</strong>fidential) details<br />

the viability <str<strong>on</strong>g>of</str<strong>on</strong>g> this opti<strong>on</strong> and costing for the stages as identified. However, there still remains a<br />

risk in budgeting if unforseen issues arise in the c<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> tracks and bridges. To <str<strong>on</strong>g>of</str<strong>on</strong>g>fset this<br />

risk, less critical secti<strong>on</strong>s could <str<strong>on</strong>g>be</str<strong>on</strong>g> delayed until alternative funding was found including pursuing<br />

State and Federal Government grants that has already commenced. Attachment 1 provides details<br />

<strong>on</strong> the scheduling <str<strong>on</strong>g>of</str<strong>on</strong>g> works by priority.<br />

Tenderer feedback<br />

During the tender assessment process, a num<str<strong>on</strong>g>be</str<strong>on</strong>g>r <str<strong>on</strong>g>of</str<strong>on</strong>g> tenderers have provided feedback <strong>on</strong> the tender<br />

document. They <str<strong>on</strong>g>be</str<strong>on</strong>g>lieve that if it were not for AUS-SPEC #3 and the high standard <str<strong>on</strong>g>to</str<strong>on</strong>g> which it<br />

forces c<strong>on</strong>trac<str<strong>on</strong>g>to</str<strong>on</strong>g>rs <str<strong>on</strong>g>to</str<strong>on</strong>g> comply, then prices would have <str<strong>on</strong>g>be</str<strong>on</strong>g>en much more reas<strong>on</strong>able. It should <str<strong>on</strong>g>be</str<strong>on</strong>g><br />

noted however that the standards required are <str<strong>on</strong>g>to</str<strong>on</strong>g> ensure the integrity <str<strong>on</strong>g>of</str<strong>on</strong>g> the fire trail <str<strong>on</strong>g>to</str<strong>on</strong>g> cope with the<br />

envisaged loads <str<strong>on</strong>g>of</str<strong>on</strong>g> a fully loaded fire tanker during emergency situati<strong>on</strong>s (25 <str<strong>on</strong>g>to</str<strong>on</strong>g>nnes). In this<br />

respect, such certificati<strong>on</strong> and testing standards are reas<strong>on</strong>able. Where tenderers provided a fee<br />

schedule for certificati<strong>on</strong> this was not a significant percentage <str<strong>on</strong>g>of</str<strong>on</strong>g> the tendered price.<br />

The landfill site at Golden Jubilee Oval was also identified as an area that had impact <strong>on</strong> the<br />

pricing. For this site there was a requirement for the c<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> gabi<strong>on</strong> baskets <str<strong>on</strong>g>to</str<strong>on</strong>g> support the<br />

upslope area <str<strong>on</strong>g>of</str<strong>on</strong>g> the track. However, where such costs were included in the tender schedules, these<br />

did not seem <str<strong>on</strong>g>to</str<strong>on</strong>g> support such a large variati<strong>on</strong> over and above the budget for the project. What is<br />

unknown <str<strong>on</strong>g>to</str<strong>on</strong>g> Council and the tenderers was the extent <str<strong>on</strong>g>to</str<strong>on</strong>g> which c<strong>on</strong>taminated or other materials<br />

would <str<strong>on</strong>g>be</str<strong>on</strong>g> encountered around the landfill site and in turn impacting <strong>on</strong> disposal or reuse<br />

opportunities. While some tenderers covered this by way <str<strong>on</strong>g>of</str<strong>on</strong>g> variati<strong>on</strong>, others would seem <str<strong>on</strong>g>to</str<strong>on</strong>g> have<br />

included this in the lump sum accounting for the higher price.<br />

CONSULTATION<br />

The development and identificati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> this project has the support <str<strong>on</strong>g>of</str<strong>on</strong>g> the Ku-ring-gai Bush Fire<br />

Brigade (KBFB), Hornsby Fire C<strong>on</strong>trol Centre (Hornsby FCC) and the Department <str<strong>on</strong>g>of</str<strong>on</strong>g> Envir<strong>on</strong>ment<br />

and C<strong>on</strong>servati<strong>on</strong> through the Ku-ring-gai Chase Nati<strong>on</strong>al Park and the Nati<strong>on</strong>al Parks North<br />

Regi<strong>on</strong>. As part <str<strong>on</strong>g>of</str<strong>on</strong>g> the c<strong>on</strong>sultati<strong>on</strong> associated with the Envir<strong>on</strong>ment Levy, this project was<br />

specifically raised and supported through various c<strong>on</strong>sultati<strong>on</strong> forums.<br />

FINANCIAL CONSIDERATIONS<br />

Funding for this project, as identified in the Envir<strong>on</strong>mental Levy is $750,000. This included the<br />

design, tendering and c<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the fire trail and associated access ways and two bridges.<br />

Tenders submitted for the c<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the fire trail ranged in price from $808,600 <str<strong>on</strong>g>to</str<strong>on</strong>g> $2,163,029.<br />

Nine (9) tenders were over $1M and three (3) <str<strong>on</strong>g>be</str<strong>on</strong>g>low. The average tender submissi<strong>on</strong> was<br />
