NOTICE OF MOTION<br />

ESTABLISHMENT OF NEW FACILITIES COMMITTEE<br />

Notice <str<strong>on</strong>g>of</str<strong>on</strong>g> Moti<strong>on</strong> from Councillor N Eb<str<strong>on</strong>g>be</str<strong>on</strong>g>ck dated 28 June <strong>2006</strong>.<br />

Planning for the establishment <str<strong>on</strong>g>of</str<strong>on</strong>g> new facilities is a critical element <str<strong>on</strong>g>of</str<strong>on</strong>g> the overall <str<strong>on</strong>g>to</str<strong>on</strong>g>wn<br />

centre exercise for Council. A critical c<strong>on</strong>siderati<strong>on</strong> is Council’s ability <str<strong>on</strong>g>to</str<strong>on</strong>g> afford such<br />

facilities and this has <str<strong>on</strong>g>be</str<strong>on</strong>g>en raised <strong>on</strong> numerous occasi<strong>on</strong>s in both the Planning and Finance<br />

Committees over recent m<strong>on</strong>ths. It was also discussed in detail at the Councillors workshop<br />

<str<strong>on</strong>g>held</str<strong>on</strong>g> in February.<br />

As planning for the centres progress, it is <str<strong>on</strong>g>be</str<strong>on</strong>g>coming increasingly important that Council<br />

analyses proposals for the future provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> facilities in great detail <str<strong>on</strong>g>to</str<strong>on</strong>g> ensure that:<br />

1. The facility/facilities are affordable and do not leave a financial legacy for future<br />

Council’s.<br />

2. The sighting and functi<strong>on</strong>al specificati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> facilities is such that they afford the<br />

current and future communities with maximum <str<strong>on</strong>g>be</str<strong>on</strong>g>nefit and enjoyment.<br />

I regard this issue as both critical and complex and feel that Councillors and senior staff<br />

would <str<strong>on</strong>g>be</str<strong>on</strong>g>st <str<strong>on</strong>g>be</str<strong>on</strong>g>nefit by establishing a separate Facilities Committee <str<strong>on</strong>g>to</str<strong>on</strong>g> meet and work through<br />

associated issues.<br />

This committee is not proposed <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> a decisi<strong>on</strong> making body. Proposals from the committee<br />

will <str<strong>on</strong>g>be</str<strong>on</strong>g> forwarded <str<strong>on</strong>g>to</str<strong>on</strong>g> Council for ratificati<strong>on</strong>.<br />

I <str<strong>on</strong>g>be</str<strong>on</strong>g>lieve that the proposals which imitate from a Facility Committee will in turn assist in<br />

developing S94 plans for each <str<strong>on</strong>g>of</str<strong>on</strong>g> Council’s six centres and provided staff and Councillors<br />

alike with directi<strong>on</strong> and certainty <str<strong>on</strong>g>to</str<strong>on</strong>g> move forwarded and carry out in depth viability studies<br />

prior <str<strong>on</strong>g>to</str<strong>on</strong>g> any final determinati<strong>on</strong>.<br />

I am <str<strong>on</strong>g>of</str<strong>on</strong>g> the view that the committee should <str<strong>on</strong>g>be</str<strong>on</strong>g> open <str<strong>on</strong>g>to</str<strong>on</strong>g> all interest Councillors and senior<br />

staff and that all pers<strong>on</strong>s in attendance should <str<strong>on</strong>g>be</str<strong>on</strong>g> granted equal participative rights in the<br />

committee. To ensure that the committee progresses, I <str<strong>on</strong>g>be</str<strong>on</strong>g>lieve it is necessary <str<strong>on</strong>g>to</str<strong>on</strong>g> elect a core<br />

group <str<strong>on</strong>g>of</str<strong>on</strong>g> perhaps 4 Councillors as permanent mem<str<strong>on</strong>g>be</str<strong>on</strong>g>rs.<br />

The General Manager has c<strong>on</strong>firmed that he <str<strong>on</strong>g>to</str<strong>on</strong>g>gether with relevant Direc<str<strong>on</strong>g>to</str<strong>on</strong>g>rs will attend the<br />

committee as required.<br />

I envisage that the committee would operate under a charter similar <str<strong>on</strong>g>to</str<strong>on</strong>g> those already formed<br />

for other Council committees such as Finance and Policy. In this regard I would propose that<br />

the General Manager develop and table a draft charter at the first <str<strong>on</strong>g>meeting</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> the committee.<br />
