" 6HThese numbers may give some <strong>in</strong>dication as to why racial profil<strong>in</strong>g persistsdespite its demonstrable failure as a tool for stopp<strong>in</strong>g crime: police <strong>and</strong>prisons have replaced patrols <strong>and</strong> plantations as the means by which Whitesociety ma<strong>in</strong>ta<strong>in</strong>s its control over Black people.60CRIME AND CONTROLThe racial politics of police suspicion are well illustrated by the North Carol<strong>in</strong>aState Bureau of Investigation's "Operation Ready-Rock." In November 1990,forty-five state cops, <strong>in</strong>clud<strong>in</strong>g can<strong>in</strong>e units <strong>and</strong> the paramilitary Special ResponseTeam, laid siege to the 100 block of Graham Street, <strong>in</strong> a Black neighhorhood ofChapel Hill. Search<strong>in</strong>g for crack coca<strong>in</strong>e, the cops sealed off the streets,patrolled with dogs, <strong>and</strong> ransacked a neighborhood pool hall. In terms of crimecontrol, the mission was a flop. Although nearly 100 people were deta<strong>in</strong>ed <strong>and</strong>searched, only thirteen were arrested, <strong>and</strong> none ofthose convicted. Nevertheless,<strong>and</strong> despite a successful class action lawsuit. the cops defended their performance<strong>and</strong> no officers were discipl<strong>in</strong>ed for their role. "When apply<strong>in</strong>g for a warrant to search every person <strong>and</strong> vehicle on theblock, the police had assured the judge, "there are no '<strong>in</strong>nocent' people atthis place .... Only drug sellers <strong>and</strong> drug buyers are on the described premises."?lBut once the clamp-down was underway, they became more discrim<strong>in</strong>at<strong>in</strong>g:Black people were deta<strong>in</strong>ed <strong>and</strong> searched, sometimes at gunpo<strong>in</strong>t,while White people were permitted to leave the cordoned area.-2The Chapel Hill episode followed a pattern familiar from the Los Angeles<strong>Police</strong> Department's racially coded anti-gang efforts, which were at their peakjust a couple of years before. In February <strong>and</strong> March 1988, the LAPD targetedso-called drug- areas for SWf'f'pS <strong>in</strong>volv<strong>in</strong>g hetween '200 <strong>and</strong> 300 officers. Dur<strong>in</strong>gthe n<strong>in</strong>e raids carried out <strong>in</strong> these eight weeks, they arrested 1,500 people,impounded 500 cars, <strong>and</strong> <strong>in</strong>terrogated hundreds of suspected gang members.73The next month, <strong>in</strong> April 1988, LA <strong>Police</strong> Chief Daryl Gates announced thebeg<strong>in</strong>n<strong>in</strong>g of "Operation Hammer," concentrat<strong>in</strong>g similar actions <strong>in</strong> ten squaremiles of the South Central area. Over the next several weeks, the police made1,453 arrests, mostly for violations of curfew, disorderly conduct, <strong>and</strong> otherm<strong>in</strong>or offenses. Of those arrested, only thirty-two were charged with felonies<strong>and</strong> 1,350 (90 percent) were released without any charges at all. Hundreds ofother Black youths were not arrested, but were stopped, identified, <strong>and</strong> hadtheir names entered <strong>in</strong>to a computerized gang register. About half of thosewith gang files were later shown not to be gang members. Sociologist R<strong>and</strong>allSheldon concluded, 'The overall purpose was merely social control (of African<strong>America</strong>n youth) rather than a serious attempt at reduc<strong>in</strong>g crime."74Around the time Operation Hammer reached its zenith, <strong>in</strong> August 1988,the IAPD raided a number of apartments at 39th Street <strong>and</strong> Dalton Avenue.In the process, they assaulted residents <strong>and</strong> used sledgehammers <strong>and</strong> axes todestroy walls, furniture, <strong>and</strong> appliances?' Southwest Division Capta<strong>in</strong> ThomasElfont ordered officers to "level" the targeted build<strong>in</strong>g <strong>and</strong> "make [it] un<strong>in</strong>habitable." Sergeant Charles Spicer underscored these orders at the scene, tell<strong>in</strong>gthe officers, 'This is a Class-A search-that means carpets up, drywall down."7688
