Instead, our astuteacademicians consider removal of poor people as part <strong>and</strong> parcel of restor<strong>in</strong>gorder. And rather than address<strong>in</strong>g the social <strong>and</strong> economic causes of poverty,they go so far as to blame the poor for caus<strong>in</strong>g economic decl<strong>in</strong>e:Drunks loiter <strong>and</strong> sleep <strong>in</strong> front of stores, ur<strong>in</strong>ate <strong>in</strong> alleys, panh<strong>and</strong>le, <strong>and</strong>otherwise annoy the sort of person who might be <strong>in</strong>terested <strong>in</strong> purchas<strong>in</strong>ga meal, a pair of shoes, or a floor lamp <strong>in</strong> downtown Santa Ana. The morethe downtown area became a haven for habitual drunks <strong>and</strong> transientstreet crim<strong>in</strong>als, the more precipitous its decl<strong>in</strong>e.89Despite all the happy talk about "community <strong>in</strong>volvement" <strong>and</strong> "shared problemsolv<strong>in</strong>g," <strong>in</strong> practice certa<strong>in</strong> populations generally get counted among the pro blems to be solved rather than the community to be <strong>in</strong>volved. Priorities identified bythe "community" may suspiciously co<strong>in</strong>cide with the <strong>in</strong>terests of bus<strong>in</strong>ess owners<strong>and</strong> real estate developers.FIXATING ON BROKEN WINDOWSThe theoretical justification for the sudden focus on m<strong>in</strong>or offenses is whatis known as the "Broken W<strong>in</strong>dows" doctr<strong>in</strong>e. Though actually quite old,')O theBroken W<strong>in</strong>dows idea owes its name <strong>and</strong> current popularity to an article byJames Q. Wilson <strong>and</strong> George Kell<strong>in</strong>g.91 They argue that if m<strong>in</strong>or disorder isallowed to persist, it leads to both public fear <strong>and</strong> to serious crime, because itestablishes the sense that the area is uncared for.We suggest that "untended" behavior also leads to the breakdown of communitycontrols. A stable neighborhood of families who care for their homes,m<strong>in</strong>d each other's children, <strong>and</strong> confidently frown on unwanted <strong>in</strong>truderscan change, <strong>in</strong> a few years or even a few months to an <strong>in</strong>hospitable <strong>and</strong> frighten<strong>in</strong>gjungle. A piece of property is ab<strong>and</strong>oned, weeds grow up, a w<strong>in</strong>dow issmashed. Adults stop scold<strong>in</strong>g rowdy children; the children, emboldened,become more rowdy. Families move out, unattached adults move <strong>in</strong>. Teenagersgather <strong>in</strong> front ofthe corner store. The merchant asks them to move; theyrefuse. Fights occur. Litter accumulates. People start dr<strong>in</strong>k<strong>in</strong>g <strong>in</strong> front of thegrocery; <strong>in</strong> time, an <strong>in</strong>ebriate slumps to the sidewalk <strong>and</strong> is allowed to sleepit off. Pedestrians are approached by panh<strong>and</strong>lers .. ..Such an area is vulnerable to crim<strong>in</strong>al <strong>in</strong>vasion. Though it is not <strong>in</strong>evitable,it is more likely that here, rather than <strong>in</strong> places where people areconfident they can regulate public behavior by <strong>in</strong>formal controls, drugs willchange h<strong>and</strong>s, prostitutes will solicit, <strong>and</strong> cars will be stripped .... mugg<strong>in</strong>gswill occur.92By this reason<strong>in</strong>g, it is not just crime <strong>and</strong> the fear of crime that dem<strong>and</strong> policeattention but the entire range of factors affect<strong>in</strong>g the "quality of life."93Aside from its implicit class-bias,94 the Broken W<strong>in</strong>dows theory seems toassign <strong>in</strong>ord<strong>in</strong>ate importance to keep<strong>in</strong>g one's lawn tidy. It seems frankly implausiblethat litter <strong>and</strong> ab<strong>and</strong>oned cars lead to rape <strong>and</strong> murder <strong>in</strong> the vague butdirect way Wilson <strong>and</strong> Kell<strong>in</strong>g suggest95 Moreover, the zero-tolerance conclusiondoes not necessarily follow from the Broken W<strong>in</strong>dows premise. If panh<strong>and</strong>lers<strong>and</strong> dilapidated build<strong>in</strong>gs serve as <strong>in</strong>dicators of disorder, <strong>and</strong> thus promote211
