is an obvious threat to democracy.The police have been transformed from a wholly dependent tool of the politicalmach<strong>in</strong>es to an <strong>in</strong>dependent source of power. I noted <strong>in</strong> an earlier chapter thatthe development of modern police forces marked an unprecedented <strong>in</strong>cursionon the part of the state <strong>in</strong>to the lives of the citizenry, <strong>and</strong> signified <strong>in</strong> retrospecta clear step toward totalitarianism.IH.l As the police <strong>in</strong>stitution has evolved,it has become a major source of power not only for the state, but with<strong>in</strong> thestate. This achievement represents another step <strong>in</strong> the same direction: as the<strong>in</strong>stitutions of violence become more autonomous, they isolate themselvesfrom democratic control. This is bad enough, surely-but as these same<strong>in</strong>stitutions ga<strong>in</strong> <strong>in</strong>fluence over policy <strong>and</strong> social priorities, they <strong>in</strong>hibit therepresentative aspects of other parts of government. <strong>Blue</strong> <strong>Power</strong> reduces thepossibility of democracy.While the police were undergo<strong>in</strong>g their metamolJ)hosis-from <strong>in</strong>strumentof the mach<strong>in</strong>es to bureaucratic apparatus of class rule, to <strong>in</strong>dependent politicalforce-they were simultaneously challeng<strong>in</strong>g democracy <strong>in</strong> other ways<strong>and</strong> exp<strong>and</strong><strong>in</strong>g their social <strong>in</strong>fluence <strong>in</strong> some sUlJ)ris<strong>in</strong>g directions. The taskof the police <strong>in</strong> preserv<strong>in</strong>g race <strong>and</strong> class hierarchies made them experts <strong>in</strong>suppress<strong>in</strong>g dissent, <strong>and</strong> police departments quickly developed specializations<strong>in</strong> this regard. More recently, as we shall see, tl1ese same designs haveled them to seek ever-more <strong>in</strong>volvement <strong>and</strong> greater shares of <strong>in</strong>fluence <strong>in</strong>aspects of social life quite removed from law enforcement.148
