A new militancy emerged. The sweet tune of''We shall overcome" gradually faded <strong>in</strong>to the background, replaced by the moreforceful cries of "Black <strong>Power</strong>!"-<strong>and</strong>, <strong>in</strong> Watts, "Burn, baby, burn!"I,"Emblematic of the new militancy, the Black Panther Party for Self Defenseappeared <strong>in</strong> Oakl<strong>and</strong> <strong>in</strong> 1966. Formed by Huey P. Newton <strong>and</strong> Bobby Seale, thePanthers offered a comprehensive ten-po<strong>in</strong>t program for address<strong>in</strong>g the <strong>in</strong>justicesfac<strong>in</strong>g the Black community.I") In keep<strong>in</strong>g with the pr<strong>in</strong>ciples of theirprogram, the Panthers provided free breakfasts for school children, ran freemedical cl<strong>in</strong>ics, gave away shoes <strong>and</strong> cloth<strong>in</strong>g, <strong>and</strong>, most famously, organizedarmed patrols aga<strong>in</strong>st police brutality. 1 6 0The Panthers' politics were surely enough to raise the ire of White elites,<strong>and</strong> the sight of Black people with guns created someth<strong>in</strong>g of a panic amonggovernment officials. The Panthers posed a challenge to White society <strong>and</strong>,<strong>in</strong> the form of the patrols, to the police <strong>in</strong> particular. Of course some responsewas expected, but the viciousness of the government attack was remarkable,even by the st<strong>and</strong>ards of the time. Harassment, arrests, <strong>and</strong> violence wereconstant threats.I(,JIn 1969 alone, police raided Panther offices <strong>in</strong> San Francisco, Los Angeles(twice) , Chicago (three times) , Denver, Sacramento, <strong>and</strong> San Diego. Innearly every case, several Panthers were arrested. In at least two of theraids, office equipment <strong>and</strong> food (for distribution <strong>in</strong> the community) weredestroyed. One Panther was killed <strong>in</strong> L.A., two <strong>in</strong> Chicago. By the end ofthe year, thirty Panthers were charged with capital offenses, forty faced lifeimprisonment, fifty-five faced sentences of up to thirty years, <strong>and</strong> another 155were either <strong>in</strong> jail or <strong>in</strong> hid<strong>in</strong>g.1 62Not all the attacks on Panthers <strong>in</strong>volved raids, arrests, or gun battles.Driver" with Black PaIlther bumper stickers compla<strong>in</strong>ed vf 1 uuLiue harassmentby the police. In 1969, a professor at California State College <strong>in</strong> LosAngeles decided to test their claims. He assembled a group of fifteen studentvolunteers-five Black, five White, five Mexican; three men <strong>and</strong> two women<strong>in</strong> each group-all with perfect driv<strong>in</strong>g records. They affixed to their vehiclesorange <strong>and</strong> black bumper stickers featur<strong>in</strong>g a picture of a panther <strong>and</strong> thewords "Black Panthers." With<strong>in</strong> two hours one of the students had receiveda ticket for an "<strong>in</strong>correct lane change." On the fourth day of the experiment,one student was forced to quit because he had received three tickets <strong>and</strong> was<strong>in</strong> danger of los<strong>in</strong>g his license. Three others reached the three-ticket limitwith<strong>in</strong> a week. After seventeen days, the $500 fund to pay for tickets hit zero,<strong>and</strong> the experiment officially ended. All the participants removed the stickersfrom their cars. A total of thirty-three citations had been issued, with novariation accord<strong>in</strong>g to race, sex, style of dress, or type of vehicle. Some of thecars were searched, <strong>and</strong> a White woman was questioned at length about herreasons for support<strong>in</strong>g "crim<strong>in</strong>al activity." 16 3<strong>Police</strong> tactics were not limited to raids, arrests, <strong>and</strong> petty harassment.Dis<strong>in</strong>formation, the use of <strong>in</strong>formants to create rifts with<strong>in</strong> the Party, <strong>and</strong>the promotion of violent rivalries between the Black Panthers <strong>and</strong> similar organizationsalso hampered the Panthers' efforts.
