Accord<strong>in</strong>g the Church report, thisestablished a system through whichthe Attorney General received the benefits of <strong>in</strong>formation gathered bynumerous agencies, without sett<strong>in</strong>g limits to <strong>in</strong>telligence report<strong>in</strong>g orprovid<strong>in</strong>g clear policy guidance. Each component of the structure-FBI,Army, !DIU, local police, <strong>and</strong> many others-set its own generalized st<strong>and</strong>ards<strong>and</strong> priorities, result<strong>in</strong>g <strong>in</strong> excessive collection of <strong>in</strong>formation aboutlaw abid<strong>in</strong>g citizensYNor was this the extent of federal <strong>in</strong>volvement Throughout the late 1960s NewYork City's red squad gave daily brief<strong>in</strong>gs to Army <strong>in</strong>telligence.6R In Chicago,the U.S. Army Region I, 113th Military Intelligence Group not only tra<strong>in</strong>ed <strong>and</strong>traded <strong>in</strong>formation with the local police, but participated <strong>in</strong> <strong>in</strong>terrogations.69Never will<strong>in</strong>g to be left out of the action, the CIA offered a six-week tra<strong>in</strong><strong>in</strong>gcourse for local law enforcement personnel, teach<strong>in</strong>g cops the basics of surreptitiousentry, photographic surveillance, electronic eavesdropp<strong>in</strong>g, <strong>and</strong> the manufacture<strong>and</strong> use of explosives. Members of at least forty-four state, county, <strong>and</strong> municipalpolice departments received this tra<strong>in</strong><strong>in</strong>g, <strong>and</strong> <strong>in</strong> return the locals helped theAgency gather <strong>in</strong>formation, protect <strong>in</strong>formants, <strong>and</strong> harass its critics.7uS<strong>in</strong>ce the practices of local cops <strong>in</strong>evitably came to resemble those of the organizations that tra<strong>in</strong>ed, funded, supplied, <strong>and</strong> directed them, it is worth consider<strong>in</strong>gthe conduct of these federal agencies.
