Boston police started crack<strong>in</strong>g down on street merchants<strong>and</strong> beggars. l2l A Washlngton, D.C., Metro <strong>Police</strong> officer expla<strong>in</strong>ed hisdepartmenfs zero-tolerance efforts: "[The adm<strong>in</strong>istrators] want to see numbers,so we're arrest<strong>in</strong>g people <strong>and</strong> lock<strong>in</strong>g them up for almost noth<strong>in</strong>g." 122 Indianapolis<strong>in</strong>stituted "quality of life enforcemenf' <strong>in</strong> 1997 with funds from the federalCommunity Oriented Polic<strong>in</strong>g program. 123 The Miami police department's focuson safe shopp<strong>in</strong>g led a half dozen Miami cops to kick, pepper spray, <strong>and</strong> shackleLewis Rivera, a homeless man eat<strong>in</strong>g at a shopp<strong>in</strong>g mall; an hour later Rivera wasdeadY" Even Portl<strong>and</strong>, Oregon, has tried to become the new New York, witha law aga<strong>in</strong>st sitt<strong>in</strong>g on the sidewalk, <strong>and</strong> neighborhood campaigns target<strong>in</strong>gchurches that feed the homeless. 12 s Bratton himself has recently taken his considerableskills to the Los Angles <strong>Police</strong> Department, where he began his term aspolice chief with promises to target graffiti, begg<strong>in</strong>g, <strong>and</strong> gangs. 126MILITARIZATION IN THE COMMUNITY POLICING CONTEXTGiven the popularity of the Broken W<strong>in</strong>dows theory <strong>and</strong> the world-wide rush toimitate the New York police, we can beg<strong>in</strong> to underst<strong>and</strong> the use of paramilitaryteams to conduct rout<strong>in</strong>e patrols. As a zero-tolerance tool, SWAT teams have alot go<strong>in</strong>g for them. One officer expla<strong>in</strong>s:We conduct a lot of saturation patrol.. .. We focus on "quality of life" issueslike illegal park<strong>in</strong>g, loud music, bums, neighbor troubles. We have thefreedom to stay <strong>in</strong> a hot area <strong>and</strong> clean it up-particularly gangs. <strong>Our</strong>tactical enforcement team works nicely with our department's emphasison community polic<strong>in</strong>g . . . . 127While not exactly build<strong>in</strong>g community partnerships, these saturation patrols dorepresent an extreme form of the k<strong>in</strong>d of proactive, preventative, geographicallyfocused operations at the center of the community polic<strong>in</strong>g approach. Suchuses of SWAT teams provide a clear <strong>in</strong>stance of the <strong>in</strong>tersection between communitypolic<strong>in</strong>g <strong>and</strong> militarized tactics, equipment, ideology, <strong>and</strong> organizationalstructures. The connection is empirically <strong>in</strong>disputable: many police departmentsesteemed for their community polic<strong>in</strong>g efforts use paramilitary units forpatrols <strong>and</strong> other rout<strong>in</strong>e operations. I 2 8 Comm<strong>and</strong>ers have been known to movebetween community polic<strong>in</strong>g posts <strong>and</strong> paramilitary assignments, sometimesoccupy<strong>in</strong>g both positions simultaneously. 12 9 And funds designated for communitypolic<strong>in</strong>g programs are frequently used to pay for SWAT operations. 130The use of SWAT teams for neighborhood patrols is strik<strong>in</strong>g, but it is notby any means the only po<strong>in</strong>t of contact between militarization <strong>and</strong> communitypolic<strong>in</strong>g. Beg<strong>in</strong>n<strong>in</strong>g <strong>in</strong> 2001, the D.C. Metropolitan police established l<strong>in</strong>ks tohundreds of video cameras strategically positioned around the city. Adaptedfrom military technology, the cameras cont<strong>in</strong>uously survey federal build<strong>in</strong>gs<strong>and</strong> national monuments, public streets, subway <strong>and</strong> tra<strong>in</strong> stations, schools,<strong>and</strong>-thanks to the bus<strong>in</strong>ess association-stores <strong>in</strong> Georgetown. Head<strong>in</strong>gthe project is Stephen J Gaffison, the former Justice Department director ofcommunity polic<strong>in</strong>g programs. He describes the system:The video technology is state-of-the-art, fully computerized switch<strong>in</strong>g equipmentthat is very similar to what you would f<strong>in</strong>d <strong>in</strong> a NASA or defense comm<strong>and</strong>215
