It also heralds the beginning of a new Integrated Development Planning(IDP) cycle.CHRIS HANI DISTRICT MUNICIPALITY ANNUAL REPORT 2011 / 2012Once again during the financial year under review the municipality audit outcomeswere negative – adverse opinion which is mainly attributed to accounting for assetsand the water services function arrangements in existence.The report will highlight achievements and challenges experienced during thisfinancial year in each key performance area.1.MUNICIPAL TRANSFORMATION AND INSTITUTIONAL DEVELOPMENTAchievements• 31 posts were filled• Workplace Skills Plan and Employment Equity Plan submitted within specifiedtime• Supported Sakhisizwe, Emalahleni and Engcobo on job evaluation,employment equity plans and organizational structure• Substance abuse awareness resulted in some employees supported• Sound labour relations have been established through regular meetings ofthe Local labour forumChallenges• Lack of office space resulted in some positions not filled• Employment equity targets difficult to achieve in scarce skills positions• Substance abuse especially on field workers10
