REVENUE RECOGNITION (continued)9.2 Revenue from Exchange Transactions (continued)1.2.2Finance IncomeCHRIS HANI DISTRICT MUNICIPALITY ANNUAL REPORT 2011 / 2012Interest earned on investments is recognised in the Statement of FinancialPerformance on the Time-proportionate Basis that takes into account the effectiveyield on the investment.Interest earned on the following investments is not recognised in the Statement ofFinancial Performance:♦1.2.3Interest earned on Unspent Conditional Grants is allocated directly to the Creditor:Unspent Conditional Grants, if the grant conditions indicate that interest is payableto the funder.Rentals ReceivedRevenue from the rental of facilities and equipment is recognised on a Straight-lineBasis over the term of the lease agreement.1.2.4Tariff ChargesRevenue arising from the application of the approved tariff of charges is recognisedwhen the relevant service is rendered by applying the relevant authorised tariff.1.2.5Sale of GoodsRevenue from the sale of goods is recognised when all the following conditions havebeen met:♦♦♦♦♦The municipality has transferred to the buyer the significant risks and rewards ofownership of the goods;The municipality retains neither continuing managerial involvement to the degreeusually associated with ownership nor effective control over the goods sold;The amount of revenue can be measured reliably;It is probable that the economic benefits or service potential associated with thetransaction will flow to the municipality; andThe costs incurred or to be incurred in respect of the transaction can be measuredreliably.The services have been discontinued as at 30 June2011.264
