B : Yearly ProgramPriorities StatementThe <strong>Chris</strong> <strong>Hani</strong> <strong>District</strong> <strong>Municipality</strong> hasadopted 5 Key Performance Areas :• LOCAL ECONOMICDEVELOPMENTThe White Paper on Local Government(1998) introduces the concept of“developmental local government”,which is defined as: “Local governmentcommitted to working with citizensand groups within the community tofind sustainable ways to meet theirsocial, economic and material needs,and improve the quality of their lives.”However, the same document makes itclear that:“Local Government is not directlyresponsible for creating jobs. Rather,it is responsible for taking active stepsto ensure that the overall economicand social conditions of the locality areconducive to the creation of employmentopportunities.”Thus, local economic developmentis about creating a platform and anenabling environment to engagestakeholders in implementing strategiesand programmes.• SERVICE DELIVERY& INFRASTRUCTUREDEVELOPMENTWater Services & SanitationThe <strong>Chris</strong> <strong>Hani</strong> <strong>District</strong> <strong>Municipality</strong> isa Water Services Authority (WSA) in alllocal municipalities within the district, interms of powers and functions developedby Municipal Structures Act, 117 of 1998.It is therefore tasked with addressing awater services backlog. Water supplyin larger towns is treated and subject tooperational and compliance monitoring,but there are small and remote ruralcommunities whose supplies are seldom5monitored.CHDM is a legislated WSA for its entirearea of jurisdiction, hence it has completedan assessment of alternative waterservice provision mechanism, as requiredby Section 78 of the Municipal SystemsAct. All eight its local municipalities arewater service providers.Roads and Storm waterThe district is responsible for maintainingidentified roads in the Inxuba Yethembaarea on an agency basis on behalf ofthe Department of Roads and Transport.The district is also a custodian of thesecondary roads in the north - westernpart of the district.Health and Community ServicesMunicipal Health Services performsthe following functions : Water Qualitymonitoring, food control, wastemanagement, health surveillance ofpremises, environmental pollutioncontrol, chemical safety, disposal ofthe dead. Disaster Management, FireServices, and HIV and AIDS.• MUNICIPAL TRANSFORMATIONAND ORGANISATIONALDEVELOPMENTPeople-focused municipal transformationand organisational development is centralto service delivery, hence the emphasison the implementation of Batho Peleprinciples in all municipal structures,systems, procedures, policies andstrategies. The continuous developmentof the municipality’s human resourcesis key in this regard. Furthermore, themunicipality needs to constantly reviewand improve the way in which it deliversservices and develops appropriatemethods and mechanisms.
