. Level and standards in waste management servicesThe 8 local municipalities mentioned in section (a) above could be classified asproviding low level access to waste management services. The reason for thisassumption is that the 8 local municipalities only provide refuse removal servicesto urban areas (towns and its surrounding urban residential areas and townships).In the rural areas/ villages there are no refuse removal services and this is whatdetermines the low level access to waste management service because all 8local municipalities are predominantly rural. The local municipalities provide highquality standards of waste management services considering their rural nature andeconomic stress. Waste is collected on a daily basis in towns and twice a week inurban residential areas and townships. There are refuse receptacles in a form ofskips and rubbish bins in towns and the refuse removal vehicles, tractors and trucksare in good condition. The waste is disposed in the landfill sites which are managedat local municipal level.c. Major challenges in waste management services and remedial actionsChapter 2• Budget Constraints: Waste management should be prioritized during budgetbreakdown in local municipalities• Unlicensed landfill sites: All disposal sites should operate with a permit andcomply with conditions stipulated therein. Only 4 landfill sites operated withpermits this financial year but the level of compliance was not satisfactory.• Burning of waste and scavenging in the landfill sites is a major challenge withinthe district. Local municipalities need to ensure intensified access control tominimize this challenge for health benefits of neighbouring communities andthe environment.• The lack of capacity in terms of personnel, skills, compactors and refusetransportation is another challenge throughout the district.• Illegal dumping is negatively affecting the district hence CHDM has rolled outawareness and clean-up campaigns in several municipalities in partnershipwith other organs of state and NGO’s.• Improvement is needed in the area of formal recycling and sorting of wasteat source.2.5 HOUSING AND TOWN PLANNINGa. Housing function and main role-playersSchedule 4 of the Constitution of the Republic of South Africa, Act 108 of 1996,read together with Section 9 of the Housing Act, 107 of 1997, places the housingcompetency on both the Provincial Administration (co-ordinated by the ProvincialDepartment of Human Settlements) as well as the Local Municipalities. However,the <strong>Chris</strong> <strong>Hani</strong> <strong>District</strong> <strong>Municipality</strong>, as adhering to the responsibilities as stipulated inthe Local Government: Municipal Structures Act, 117 of 1998, has taken the positionto co-ordinate, support and guide the process of housing development within thedistrict area. To further enhance the responsibilities charged against the CHDM, in2011, the Eastern Cape Department of Human Settlements granted the CHDM the31
