Organizational Transformation and InstitutionalDevelopment (KPA1)1.1 ORGANIZATIONAL STRUCTURECHRIS HANI DISTRICT MUNICIPALITY ANNUAL REPORT 2011 / 2012Section 66 of the Local Government: The Municipal Systems Act (Act No 32 of2000) as amended requires a Municipal Manager to develop a staff establishmentfor the municipality and submit the staff establishment to the municipal council forapproval. In line with the above legislative framework and other pertinent employmentregulations the municipality has reviews its staff establishment for the financial year2011 – 2012.Total number of approved positions in the municipality’s approved staff establishmentis 496 of which 67 of them are vacant posts. The municipality administration iscomprised of the following departments:• Office of the Municipal Manager and Strategic Management• Corporate Services Directorate• Budget and Treasury Office• Health and Community Services• Technical Services Directorate• Integrated Planning and Economic DevelopmentThe municipal manager together with five section 57 managers have all signedannual performance agreements for the year under review and submitted to therelevant authorities that is Department of Local Government and Traditional Affairsand Provincial Legislature. It is of importance to note that the Accounting Officer:Mbambisa terminated his services in the 3 rd quarter of the financial 2011 – 2012 andas such as acting Municipal Manager was appointed by Council until the 30 th July2012.Below is an overview of the high level of organizational structure, the detailedstructure is added as an attachment.16
