In particular, the calculation ofthe recoverable service amount for PPE and Intangible Assets and the NRV forInventories involves significant judgment by management.During the year no impairments were made to Property, Plant and Equipment,Intangible Assets or Inventory.1.2.6Water InventoryThe estimation of the Water Inventory in reservoirs is based on the measurementof water via electronic level sensors, which determines the depth of water in thereservoirs, which is then converted into volumes based on the total capacity of thereservoir. Refer to Accounting Policy, paragraph 7.2.2. The operations have beendiscontinued as at 30 June 2011 – please refer to the applicable Notes to the AnnualFinancial Statements.1.2.7Defined Benefit Plan LiabilitiesAs described in Accounting Policy 11.2, Employee Benefits – Post-employmentBenefits, the municipality obtains actuarial valuations of its Defined Benefit PlanLiabilities. The defined benefit obligations of the municipality that were identified arePost-retirement Health Benefit Obligations and Long-service Awards. The estimatedliabilities are recorded in accordance with the requirements of IAS 19. Details of theliabilities and the key assumptions made by the actuaries in estimating the liabilitiesare provided in Notes to the Annual Financial Statements.1.2.8Provisions and Contingent LiabilitiesManagement judgement is required when recognising and measuring Provisionsand when measuring Contingent Liabilities. Provisions are discounted where theeffect of discounting is material using actuarial valuations.1.2.9Budget InformationDeviations between budget and actual amounts are regarded as material differences,when a 5% deviation exists for Operating Transactions and a 10% deviation exists forCapital Transactions. All material differences are explained in Notes to the AnnualFinancial Statements.240
