1.BASIS OF PRESENTATIONThe Annual Financial Statements have been prepared on an Accrual Basis ofaccounting and are in accordance with the historical cost convention, except whereindicated otherwise.These Annual Financial Statements have been prepared in accordance with theeffective Standards of Generally Recognised Accounting Practices (GRAP) includingany interpretations, guidelines and directives issued by the Accounting StandardsBoard and the Municipal Finance Management Act, 2003 (Act No 56 of 2003).1.1Changes in Accounting Policy and ComparabilityAccounting Policies have been consistently applied, except where otherwise indicatedbelow.For the years ended 30 June 2011 and 30 June 2012 the municipality has adoptedthe accounting framework as set out in paragraph 1 above. The details of anyresulting changes in Accounting Policy and comparative restatements are set out inthe relevant Notes to the Annual Financial Statements.Chapter 4The municipality changes an Accounting Policy only if the change:(a)(b)1.2Is required by a Standard of GRAP; orResults in the Annual Financial Statements providing reliable and more relevantinformation about the effects of transactions, other events or conditions on themunicipality’s financial position, financial performance or cash flow.Critical Judgements, Estimations and AssumptionsIn the application of the municipality’s accounting policies, which are describedbelow, management is required to make judgements, estimates and assumptionsabout the carrying amounts of assets and liabilities that are not readily apparent fromother sources. The estimates and associated assumptions are based on historicalexperience and other factors that are considered to be relevant. Actual results maydiffer from these estimates.These estimates and underlying assumptions are reviewed on an ongoing basis.Revisions to accounting estimates are recognised in the period in which the estimateis revised if the revision affects only that period or in the period of the revision andfuture periods if the revision affects both current and future periods.237
