2.1.d Major challenges in water services and remedial actionsCHRIS HANI DISTRICT MUNICIPALITY ANNUAL REPORT 2011 / 2012. Major challenges that were our biggest obstacles in achieving our set targetsare contributed to contracts of contractors that had to be terminated due topoor delivery of services. Staff retention is another area of concern as one ofour project managers resigned during the year.Contractor incubation programme had been identified and strict selectioncriteria with respect to appointment of contractors are our areas of focus tochange the situation going forward. Staff development and training remainsour other area of focus to try and mitigate the issue of staff retention.2.2 Sanitation2.3 ROAD MAINTENANCERoad maintenance remains the function of the Department of Roads andPublic Works whilst the Local Municipalities deal with the minor and accessroads within villages and towns. The <strong>District</strong> <strong>Municipality</strong> has however entereda 3 year service level contract with the Department of Roads and Public Worksto grade and maintain certain roads within the area of Inxuba Yethema Local<strong>Municipality</strong>. The service level contract expires at the end of March 2013. Thekey performance areas attached to the contract are tabulated below.Key Performance Area Annual Target (km) Achievement (km)Regravelling 30 38.4Blading 2148 3200.962.4 WASTE MANAGEMENT<strong>Chris</strong> <strong>Hani</strong> <strong>District</strong> <strong>Municipality</strong> is not performing the task of refuse removal, it isprovided by Local Municipalities. CHDM assisted all the 8 local municipalities bydeveloping the Integrated Waste Management Plans (IWMP). Budget was set asideto develop the plan for implementation at LM level. Adoption of these plans wasplaced on hold for it to be aligned with the National Waste Management Strategypublished in May 2012. The IWMPs are a 5-year plan and that is why it was importantfor CHDM to incorporate the National Waste Management Strategy into them.CHDM set aside R 6 million through the Expanded Public Works Program forwaste management and was allocated as follows:• Inkwanca – R 2.5 million• Tsolwana – R 1.5 million• Lukhanji – R2 millionFrom CHDM equitable share, Lukhanji and Emalahleni local municipalities receiveda funding for waste management and landfill operation at an amount of R 1millioneach.30
