Basic Service Delivery Performance Highlights (KPA2)CHRIS HANI DISTRICT MUNICIPALITY ANNUAL REPORT 2011 / 20122.1.a Water Services Delivery Strategy and main actorsThe District Municipality’s water service delivery strategy follows that of Governmentwhich seeks to ensure that every household should have access to basic sanitationand water by 2014. Base on the Government’s RDP standards every household shouldbe able to access water within 200 meters walking distance whilst basic sanitationis defined as a ventilated pit latrine for each household. The district municipality isachieving these standards by installing communal taps in its rural areas. The areasthat are still faced with water backlogs had been clustered into eleven areas basedon their geographical location and availability of the water resources. These clustersare all in different levels of implementation in a phased approach due to availabilityof funding. Professional service providers who have been tasked to prepare designsand implementation of the projects had been appointed. The approach on the rolloutof sanitation delivery follows the same pattern with respect to water. Apart fromthe appointment of a contractor and professional service providers, all the toils (topstructures) are manufactured locally thereby increasing employment.The key main stakeholders/actors that are critical to the success of our efforts arelisted as follows• The entire community (beneficiaries) to be served with water to ensureownership of the projects• Political leadership represented by Council who ensures that budget isequitably allocated to ensure that it addresses the imbalances of the past inline with the Government’s vision• National and Provincial Government through Municipal Infrastructure Grantwhich ensures that budget is made available• Contractors and professional service providers who forms part of businesscommunity to ensure that projects are implemented on time at the rightquality28
