CHRIS HANI DISTRICT MUNICIPALITY ANNUAL REPORT 2011 / 2012KEY ISSUES IN HOUSING DEVELOPMENTSkill development programmeIkhala FET College has been approached by Chris Hani with regard to formingpartnership to provide accredited training and qualification in the housing developmentareas, including bricklaying, plumbing, carpentry, painting, plastering and block/brick suppliers. Once these trainees get their qualifications they will be engaged onhousing projects to construct houses allocated on a performance base. Competentproject managers will monitor their performance during the execution of the project.Local municipalities will be requested to compile a database for specific trades aswell as a database for all block/brick suppliers for training purposes.Capacitating of local municipalitiesCapacity and support to local municipalities and other stakeholders with regard tohousing delivery is being provided in line with the Housing Act. Local municipalities areguided on how to develop their Housing Sector Plans and assisted in the monitoringof housing projects. They are also given support on planning and implementationof subsidy projects towards integrated settlements and coordinating the formulationand review of housing policy and legislation. Items to be highlighted in the HousingDevelopment Plan:• Local context, spatial context, demographic context, economic context andsocial context;• Current housing demand;• Land identification;• Current housing situation;• Planned projects;34
