In the financial year 2011 - 12 various tools were utilized to interact with thecommunity , the highlights include:• taking council to the people (Engcobo - Gqaga village and Tsolwana -Hofmeyer)• Mayoral Committee meetings where ward councilors and committeeswere invited took place in Intsika Yethu and Engcobo• stakeholder engagements which aim to encourage good relations andparticipation in municipal affairs were held with different groupings suchas (Business formations, Traditional Leaders and Farmers)• outreach program in honor of Mandela Day (the target group was theelderly, child headed households and poverty stricken homesteads)• Door to door campaigns on HIV and AIDs with sector departments,NGOs and a selected local municipality• <strong>Chris</strong> <strong>Hani</strong> month celebrations which focus on service deliveryshowcasing in all local municipalities• A vibrant IDP Representative forum• IDP / Budget road shows conducted in all local municipalities andvenues identified in wards not town halls, to encourage publicparticipation.• Mayoral cup which begins at ward level, local and culminating to<strong>District</strong>• Information sharing days held at Intsika Yethu• Water week which highlights the importance of water and conservationthereof in all local municipalities• monthly radio talk shows on service delivery with a phone-in element toencourage feedback from community• Production of newsletters in three languagesChapter 55.3 Ward Committees establishment and functionalityThe <strong>District</strong> <strong>Municipality</strong> does not have wards5.4 Community Development workers performance monitoringCHDM does not play any role in the monitoring of CDWs, howevercoordinators are always invited to attend the <strong>District</strong> Communication Forumand provide environmental assessment for their areas. They play active rolein the mobilization of communities for IDP/Budget roadshows.5.5 Communication and Marketing Strategy<strong>Chris</strong> <strong>Hani</strong> <strong>District</strong> <strong>Municipality</strong> has developed a communication strategywith a program of action, which is reviewed annually.The communication action plan is aligned to the municipality’s IDP and keypriority areas.The process towards its adoption commenced with preparation of the draftdocument by the district communication core team and the district communicationforum, circulation to the broader staff complement, management and councilors for341
