3.2 PROGRESS TOWARDS ACHIEVING THE LED KEY OBJECTIVES3.2.a.Improved public and market confidenceCHRIS HANI DISTRICT MUNICIPALITY ANNUAL REPORT 2011 / 2012Through the facilitation and coordination of the Tourism and Heritage DevelopmentProgrammes, the following was achieved :• Under the Destination Marketing and Management programme : <strong>District</strong>Crafters were exposed to and participated at the MACUFE in Bloemfontein.CHDM, in partnership with Department of Sport, Recreation, Arts and Culture(DSRAC) hosted a successful Flea market. CHDM also exhibited at theTourism Indaba 2012 and at the Beeld Show.• Tourism SMME Support : The crafters have been trained. The <strong>District</strong> hostedTourism SMME Net work session• <strong>Chris</strong> <strong>Hani</strong> Month events were hosted throughout the Month of April 2012• <strong>Chris</strong> <strong>Hani</strong> Liberation Heritage Route : To continue with the process ofHeritage Development, the remainder of the information sign boards wereerected. Spatial heritage designs for the sites have been developedTourism Institutional Framework : DRAFT generic Service Level Agreement (SLA) forLocal Tourism Organisations (LTO ‘s) within the <strong>District</strong> has been developed. Engagementswere held with all the LTO’s.3.2.b. Exploit Comparative and Competitive advantage for industrial activitiesWood Cluster (Forestry) Programmes :The Tree Nursery Project, situated at Kwa-Jo, benefiting 15 young people fromEngcobo, Intsika Yethu and Sakhisizwe municipalities has reached the operationalstages. Planting of Indigenous and commercial seedlings have been commencedwith Charcoal production : one of the two charcoal kilns has been operational atEngcobo ( Goso) charcoal project and the other one was being used as the storeroom.The Engcobo project is operational – charcoal is being produced. And 32 people areemployed (beneficiaries) and being remunerated under EPWP fund from Engcobo<strong>Municipality</strong>.The recently-established Sakhisizwe Project has been stalled due to irregularities onthe EPWP programme. CHDM has also been working on recovering the money fromthe Service provider that did not deliver the equipment (kilns) to siteSasol has been brought on board to assist with market identification, skills developmentand value-chain establishment for both Engcobo and Sakhisizwe charcoal projectsSasol Chem-City has developed a business model for two charcoal projects to ensuretheir sustainability .Agricultural Development Programmes :The programme of Irrigation Schemes Revitilisation has been continued with86
