36. DISCONTINUED OPERATIONS36.1 Primary Health Services discontinuedThe operations of the municipality relating to Primary Health Services, that includesfunctions such as Clinics and Prime Health Care, were discontinued during the yearand transferred to the Provincial Administration Eastern Cape on 31 May 2011 as peragreement. All moveable assets related to the services have been transferred to theProvincial Health Administration during the current financial year. The discontinuationof the function of Primary Health Services by the municipality is consistent withthe Health Act, which classifies the services as the responsibility of the ProvincialAuthority. The transfer of Health Services was completed on 31 May 2011 on whichdate control of the liabilities and services passed to the Provincial AdministrationEastern Cape.36.2 Sanitation and Water Services discontinuedChapter 4The operations of the municipality relating to Sanitation and Water Services werediscontinued during the year and transferred to the Local Municipalities under thejurisdiction of the Chris Hani District Municipality on 30 June 2011 as per agreement.The discontinuation of the functions of Sanitation and Water Services by themunicipality is consistent with the Service Level Agreements entered into with theLocal Municipalities, which classifies the services as the responsibility of the LocalMunicipalities. The transfer of Sanitation and Water Services was completed on 30June 2011.163
