INTOSAI is involved in capacitybuildingprograms that support improvements in public sector financial surveillanceacross a wide range of developing countries. A present constraintsimilar to those pertaining to the World Bank’s public expenditure reviews isthat INTOSAI activities, reflecting supreme audit institutions, mainly targetthe expenditure side of domestic financial governance.14. Two other IMF initiatives have some relevance to natural resourceflows. The Guidelines for Public Debt Management include guidelines ontransparency <strong>and</strong> accountability; however, these are based largely on thefinancial transparency code <strong>and</strong> the mo<strong>net</strong>ary <strong>and</strong> financial policies code. TheFinancial Sector Assessment Program (FSAP) is a joint effort of the IMF <strong>and</strong>the World Bank introduced in 1999 to “increase effectiveness of efforts to promotethe soundness of financial systems in member countries.” The aim is toassess the strengths <strong>and</strong> vulnerabilities of a country’s financial system. This includesdetermining how key sources of risk are being managed, ascertainingthe sector’s developmental <strong>and</strong> technical assistance needs, <strong>and</strong> helping to prioritizepolicy responses.
