Travellers are responsible for ensuring that value for money isobtained, on behalf of WCS, for all travel and accommodation services. Beforetravelling employees should consider economical and practical alternatives thatwill deliver the same business outcome while achieving value for money for WCS.e) For air travel, travel should be booked using the lowest fare principle, which is themost economical air fare that suits the requirements of a traveller in enablingbusiness objectives to be met, and ensures the effective use of the traveller’s time.Employees wishing to travel with an airline of their choice will reimburse WCS thecost difference should it be greater than the most economical fare. For otherexpenses, every effort should be made to obtain the best rate and practicalalternatives should be considered.f) Travellers are responsible for ensuring that adequate planning and timely bookingsare made to minimise travel costs.g) Air travel and accommodation class/standards are specified as follows.i) Air travel within Australia is to be undertaken in economy class.ii) Air Travel outside Australia is to be undertaken in business class.iii) Accommodation cost in all cases unless pre-determined in a conferencepackage is to be sought as close to the median cost level as practical.iv) Airline lounge membership is available at the expense of travellers.h) Insurance. Domestic and international travellers may, under applicable worker’scompensation, be covered for injuries sustained or diseases contracted whiletravelling. There may be times, however, when this coverage will not apply. Wheredomestic travel is undertaken and a medical condition is suffered which is notcovered under the applicable worker’s compensation, Medicare and/or privatehealth insurance will apply. For international travel, travel insurance will becompulsory and paid for by WCS.6. Use of WCS VehiclesThe type of insurance to be considered would include:o Personal injury or diseaseo Loss of personal effectso Changes to travel or accommodation arrangementso Repatriation; ando Death.a) Employees who take employer vehicles home and ‘garage’ vehicles at home aredeemed by the Australian Taxation Office to have a vehicle available for privateuse.b) The private use is considered to be a fringe benefit by the Australian TaxationOffice.c) The policy of Woden Community Service is that the employee does not enjoy afringe benefit as it believes the work commitments of the employee do not allowthe employee to return the vehicle to WCS premises or other locations.Community Sector Multiple Business Agreements 2006
d) As such WCS does not believe the employee should be expected to absorb thecalculated fringe benefit within the employee’s fringe benefit package.e) WCS will make a grossed up allowance payment to each employee who falls intothis category based on either an individual employee or a shared basis with otheremployees which, on an after tax basis, equates to the fringe benefit value attachedto each vehicle which is being home garaged.f) The employee will be expected to make a contribution after tax to WCS toeliminate the calculated fringe benefit value. This allowance payment will notattract the superannuation guarantee.7. Home Based Worka) WCS may request, due to effective and efficient considerations, an arrangementwhere an employee works from home. WCS may provide computing resources forhome use, remote access capability, phone line installation and reimbursement of100% of line rental. A security and OH&S assessment must be conducted.b) In agreed cases where a working from home arrangement is requested by theemployee, the employee is responsible for all costs with maintaining a home basedoffice and may wish to seek reimbursement for these costs via taxation refundentitlements. The employee would be required to provide a secure workenvironment and cover the cost of an OH&S assessment.8. Leave Below One DayEmployees with access to TOIL may use TOIL for all absences of less than one day whereverpracticable; however annual or personal leave may still be accessed for these absences.9. Personal LeaveA WCS employee is entitled to 18 days full pay personal leave on commencement of service.This entitlement is accumulative per accrual year.10. Definition of Class of Person for Carer’s Leave PurposesThe entitlement to use personal leave in accordance with this clause is subject to:(i) the employee being responsible for the care or support of the person concerned; and(ii) the person concerned being:(a) a spouse of the employee; or(b) a de facto spouse, who, in relation to a person, is a person of the opposite sex to the firstmentioned person who lives with the first mentioned person as the husband or wife of thatperson on a bona fide domestic basis although not legally married to that person; or(c) a child or an adult child (including an adopted child, a step child, a foster child or an exnuptialchild), parent (including a foster parent and legal guardian), grandparent, grandchild orsibling of the employee or spouse or de facto spouse of the employee; or(d) a same sex partner who lives with the employee as the de facto partner of that employee on abona fide domestic basis; or(e) a relative of the employee who is a member of the same household; orCommunity Sector Multiple Business Agreements 2006
