4Towards an evidence-based assessment of the creative economyThe lists of creative/cultural services proposed byUNESCO and UNCTAD are also very similar, butUNESCO’s includes some codes (such as information servicesand other royalties and license fees) that are not includedin UNCTAD 2008 list or are not calculated together withother creative services (see table 4.4). These codes representthe activities that the current classification of trade statisticsfor services cannot capture (such as the trade of digitalcontent) and have the capacity to compensate the value ofTable 4.2A. HeritageB. ArtsC. Mediacreative/cultural goods’ IPRs, which traditional trade statisticsfail to catch. However, most countries do not report thevalue of these codes separately, so these figures cannot be calculatedtogether with other creative/cultural services whenusing BPM5, 23 which is the only existing data resource. TheEBOPS codes proposed in UNESCO 2009 FCS are basedon the draft version, 24 and so far no data can be collected bythese codes.Summary of comparative analysis of international trade of creative/cultural goodsdefined by UNCTAD/UNESCO with the Harmonized System (HS) codesUNCTAD Creative Economy Report 2010I.
