Boxing and Wrestling Commission at a public hearing on 12 <strong>March</strong> <strong>2002</strong>. Based<br />

upon what these two organizations know about the legislation to be covered at<br />

this hearing and their collective expertise in such legal matters, the AAIB and<br />

TJQF would like to offer their comments on boxing commissions and their<br />

functions:1) All boxing commissioners should be paid for their efforts.<br />

Implementing such a policy reduces the chances of bribery and chicanery<br />

occurring on the part of such persons. Paying these individuals will also<br />

enhance the possiblity of appointing knowlegeable and honest persons to these<br />

positions.2) Only those individuals who have demonstrated solid<br />

expertise in professional boxing should be appointed to serve on such a<br />

commission. <strong>The</strong> sport is too dangerous for any other arrangement.3)<br />

Given the carnival and "stagey" nature of &#8220;professional wrestling&#8221;,<br />

the boxing and &#8220;wrestling&#8221; commission should be separate entities<br />

made up of different people. Even with all of its problems, professional boxing<br />

is a legitimate sport.4) Because of the historically negative,<br />

corrupting, and undue influence of the so-called, self-appointed sanctioning<br />

bodies (eg. WBA, WBC, WBO, IBF, etc.) boxing commissions should have total<br />

control over all aspects of boxing shows. This jurisdiction should include:<br />

the equipment used, the referees and judges utilized, the scoring of the bouts,<br />

the weigh-in procedures, the contracts of the fighters, all safety and medical<br />

procedures, and all other similar items.5) No boxing commission should<br />

have the dual responsibility of both attracting/soliciting boxing business and<br />

regulating it. No body should undertake these potentially conflicting functions<br />

at the same time.6) All states, reservations, territories, and the<br />

District should have a state athletic commission that not only provides<br />

oversight and supervision to the separate boxing, wrestling, football, etc.<br />

commissions, but also reports directly to the chief executive officer (eg.<br />

Governor, Mayor, etc.) of that political entity.If you have any<br />
