<strong>JSP</strong> <strong>464</strong> PART 1 (UK)<br />

0104. Scope. <strong>JSP</strong> <strong>464</strong> Part 1 provides policy guidelines for the provision <strong>of</strong> Service<br />

Family Accommodation (SFA) and Substitute Service Family Accommodation (SSFA) in<br />

UK by the <strong>Defence</strong> Infrastructure Organisation Operations Accommodation (DIO Ops<br />

Accommodation).<br />

0105. Division <strong>of</strong> responsibilities. The definitive responsibilities <strong>of</strong> the various<br />

organisations involved in the provision <strong>of</strong> housing in UK (as agreed by the Service<br />

Personnel Executive Board 1 ), is at Annex A.<br />

SECTION III<br />

DEFENCE INFRASTRUCTURE ORGANISATION OPERATIONS<br />

ACCOMMODATION (DIO OPS ACCOMMODATION)<br />

0106. Responsibility. DIO Ops Accommodation is the Housing Business Unit in the<br />

<strong>Defence</strong> Infrastructure Organisation (DIO). The majority <strong>of</strong> the SFA estate in England and<br />

Wales is owned by Annington Homes and under lease back to the MOD. DIO Ops<br />

Accommodation is responsible for the management <strong>of</strong> the housing stock and for meeting<br />

the demands <strong>of</strong> the Services in accordance with the Strategic Housing Plan. As part <strong>of</strong> the<br />

management process DIO Ops Accommodation, in consultation with the Services, is<br />

responsible for the disposal <strong>of</strong> surplus housing stock back to Annington Homes, or through<br />

another Business Unit <strong>of</strong> DIO as appropriate; and, where necessary, for providing new<br />

homes.<br />

0107. DIO Ops Accommodation customer interface. The interface between DIO Ops<br />

Accommodation, the Customers and the principal stakeholders is illustrated at Annex B.<br />

0108. DIO Ops Accommodation contact list. Details <strong>of</strong> DIO Ops Accommodation’s<br />

Housing Allocations Service Centre (HASC) telephone numbers and e-mail addresses are<br />

at Annex C.<br />

SECTION IV<br />

MOD’S POLICY FOR THE ALLOCATION OF SFA<br />

0109. Service personnel. Officers are allocated SFA primarily by rank, however, other<br />

factors such as family size, appointment, representational responsibilities and personal<br />

choice may influence the final allocation. Other Rank accommodation is allocated by<br />

family size, although personal choice may influence the final allocation. As a guiding<br />

principle, <strong>of</strong>ficers should not be accommodated in Other Ranks Service Family<br />

Accommodation (ORSFA), and similarly, Other Ranks should not be accommodated in<br />

Officers Service Family Accommodation (OSFA). Any exceptions may only be made by<br />

the Local Service Commander in consultation with the HASC.<br />
