0710. Temporary absence from SFA. Occupants and their families who are expecting<br />
to be temporarily absent from home for more than 3 weeks are advised to inform the<br />
HASC and the local MOD civil, Service or MOD police as appropriate (who may undertake<br />
patrols <strong>of</strong> Service housing areas).<br />
SECTION II<br />
PROVISION OF FURNITURE AND FURNISHINGS<br />
0711. Applying for furniture. DIO Ops Accommodation will provide carpets, curtains and<br />
cookers for SFA under their control. All other scaled furniture will be provided by MOD<br />
under single Service arrangements. SFA may be occupied in furnished, part furnished, or<br />
unfurnished states and the SFA charge is adjusted accordingly (see para 0712). The<br />
requirement should be stated on the SFA Application Form (MOD Form 1132). The HASC<br />
will liaise with the appropriate Service supply staffs to arrange scaling in accordance with<br />
the applicant's requirements. In addition, larger items <strong>of</strong> furniture that are not required can<br />
be removed (wharfed) from the SFA but there is no reduction in SFA charge, unless the<br />
50% threshold is crossed by the removal <strong>of</strong> that item in which case the part furnished<br />
charge would apply. Normally, wharfing is only carried out once during a standard<br />
occupancy.<br />
0712. Application <strong>of</strong> Part Furnished SFA Charge. In 1992, the Armed Forces Pay<br />
Review Body (AFPRB) introduced a Part Furnished SFA charge for those occupying SFA<br />
with half, or less than half, the furniture. Application <strong>of</strong> the Part Furnished charge is to be<br />
calculated against the table at Annex B which provides percentage values for furniture<br />
items in each SFA Type. Where the furniture in SFA is calculated to be 50% or less, the<br />
Part Furnished SFA charge applies. The unfurnished SFA charge is only applicable to<br />
SFA equipped with carpets, curtains and a cooker, but none <strong>of</strong> the items at Annex B<br />
(unless fitted, for example built in wardrobes).<br />
0713. Furniture Charges for Enhanced Scaling. Where occupants are required to<br />
undertake <strong>of</strong>ficial entertainment or representational hosting and an enhanced furniture<br />
scale has been agreed, it is considered reasonable that the cost <strong>of</strong> this enhancement<br />
should be entirely at the Department’s expense. Therefore, enhanced furniture scaling<br />
supplied to Senior Officers to meet <strong>of</strong>ficial entertainment or representational hosting<br />
requirements including <strong>JSP</strong> 308 Book 1 Scale JS/3 is not to be counted when assessing<br />
furniture status.<br />
0714. Replacement and cleaning at public expense.<br />
a. Carpets. Carpets will normally be cleaned every 3 years for lounge/dining<br />
rooms and hall/stairs and every 5 years for bedrooms. Should the need arise to<br />
clean the carpets before the agreed date, the cost must be borne by the licensee.<br />
Similarly, should the carpet need replacing before its scheduled expiry date<br />
(normally 10 years) the cost appropriate to the age <strong>of</strong> the carpet will also be born by<br />
the licensee.<br />
b. Curtains. Curtains are replaced when they are deemed to be unserviceable,<br />
with a minimum allotted time scale <strong>of</strong> 8 years. Curtains will be cleaned at public<br />
expense on change <strong>of</strong> occupant or at 3 yearly intervals.<br />
