0610. Security deposits. Contrary to normal commercial practice, MOD does not permit<br />

payment <strong>of</strong> security deposits to Agents/Landlords <strong>of</strong> SSFA properties.<br />

0611. Accommodation charges. Accommodation charges and CILOCT will be deducted<br />

as if the occupant was occupying Grade 1 SFA at the furnished or unfurnished rate as<br />

appropriate. The occupant has no involvement in paying the rent which is paid to the<br />

Agent/Landlord by the MOD Contractor and subsequently recovered through the Housing<br />

and Accommodation Support Services (HASS) at Centurion Building, Gosport.<br />

0612. Utility bills. The occupant is responsible for paying utility bills except water rates<br />

which are paid by HASS.<br />

SECTION II DURATION OF THE NAC<br />

0613. Continuance <strong>of</strong> the NAC. Where a family occupies SSFA, wherever possible they<br />

will not be required to move to SFA mid tour. Should the occupant be posted to another<br />

appointment within the same area at the end <strong>of</strong> the tour, or in the event that either side<br />

terminates the Lease Agreement during the period <strong>of</strong> the tour, continuance <strong>of</strong> the NAC is<br />

not automatic and SFA is to be reapplied for.<br />

0614. DIO Periodic reviews <strong>of</strong> the NAC. The HASC will review the NAC after the initial<br />

6 months <strong>of</strong> the tenancy and annually thereafter. At the review point there are the<br />

following options:<br />

a. Continuation <strong>of</strong> the NAC. The NAC continues and the occupant remains in<br />

the SSFA.<br />

b. Move into SFA by choice. The HASC may <strong>of</strong>fer the occupant SFA to<br />

entitlement which has become available. The occupant may accept the <strong>of</strong>fer to<br />

move mid tour into SFA at public expense – see para 0518.<br />

c. Enforced move Into SFA. Occupants <strong>of</strong> SSFA may only be moved into SFA<br />

mid tour in exceptional cases following consultation by DIO OPS Accommodation<br />

with the occupant, the occupant’s unit and if necessary the single Service chain <strong>of</strong><br />

command. Such moves will be at public expense. Factors including the location <strong>of</strong><br />

the SFA in relation to the SSFA, the impact on children’s schooling, relevant welfare<br />

and medical considerations and remaining length <strong>of</strong> tour are to be considered<br />

before any decision to move the family mid tour is taken. Should the occupant<br />

nevertheless still not wish to move, DIO Ops Accommodation is to liaise with the<br />

LSC who will make the final decision. Should a move be agreed, DIO OPS<br />

Accommodation will:<br />

(1) Allocate SFA to entitlement (one down is undesirable).<br />

(2) Avoid, where possible, moving the family when the head <strong>of</strong> the family was<br />

deployed.<br />

(3) Aim to move families into SFA at least as good as their current home and<br />

preferably better. Standard 1 for condition properties should be allocated where<br />

they are available.<br />
