4. Licences. Families should sign an appropriate Licence Agreement on occupation <strong>of</strong><br />
SFA which may need to be reviewed at the 90 day review point (see para 5). The<br />
following is recommended:<br />
a. Unaccompanied families. The non-Service spouse/civil partner signs either a<br />
civilian agreement to occupy SFA, or a Service Licence to Occupy SFA/Licence to<br />
Occupy SSFA under a power <strong>of</strong> attorney granted by the Service spouse/civil partner.<br />
b. Accompanied families. The Service spouse/civil partner signs a Service<br />
Licence to Occupy SFA/SSFA in accordance with TSARs – <strong>JSP</strong> <strong>464</strong>.<br />
5. Charges. Accommodation related charges are to be administrated as follows:<br />
a. Accommodation charges. There will be no liability for charges (meaning<br />
accommodation charges and CILOCT) arising out <strong>of</strong> occupation <strong>of</strong> public<br />
accommodation on arrival in UK for 90 days. The HASC should therefore take no<br />
action to raise SFA charges and CILOCT during this period.<br />
b. Utility bills. Families occupying SFA are liable for payment <strong>of</strong> all utility and<br />
associated bills during the full period <strong>of</strong> their occupation <strong>of</strong> SFA with effect from the<br />
date <strong>of</strong> occupation.<br />
6. 90 day review. The single Service POCs outlined below and single Service Manning<br />
Authority, in consultation with the FCO, will be responsible for reviewing the circumstances<br />
<strong>of</strong> evacuated families at the 90 day point. Unless directed otherwise, occupation <strong>of</strong> SFA<br />
beyond the 90 day period will be in accordance with normal UK arrangements and TSARs<br />
<strong>JSP</strong> <strong>464</strong>. This includes payment <strong>of</strong> the appropriate SFA charge and CILOCT.<br />
