0116. <strong>JSP</strong> 315. <strong>JSP</strong> 315 is the Services Accommodation Code which lays down the<br />
general standards set by MOD (with the agreement <strong>of</strong> HM Treasury) for the provision <strong>of</strong><br />
accommodation for the Armed Forces. Scales 21 and 22 refer to Officers and Other Ranks<br />
Family Quarters. Hd DCDS(Pers) SVW is the ‘Patron’ 2 <strong>of</strong> Scales 21 and 22, with day to<br />
day responsibility vested in Asst Hd DCDS(Pers) SVW-AFW.<br />
0117. <strong>JSP</strong> 362 – Chapter 16. <strong>JSP</strong> 362 Chapter 16 provides instructions on the use <strong>of</strong><br />
hirings for SLA (overseas only) and is sponsored by DIO (Environment and Estate Policy).<br />
0118. <strong>JSP</strong> 384. <strong>JSP</strong> 384 is the <strong>Defence</strong> Accommodation Stores Policy and Procedures.<br />
Sponsorship <strong>of</strong> <strong>JSP</strong> 384 rests with NPPO(DAS).<br />
0119. <strong>JSP</strong> 456. <strong>JSP</strong> 456 Chapter 5 provides instructions on the charges to be paid for<br />
non entitled messing and accommodation in SLA. Sponsorship <strong>of</strong> <strong>JSP</strong> 456 rests with<br />
MOD Fin Pol and <strong>Defence</strong> Catering Group. MOD Fin Pol (Repayment) is responsible for<br />
annually publishing a DCI containing the rates for non entitled messing and<br />
accommodation charges.<br />
0120. TSARs <strong>JSP</strong> <strong>464</strong> Part 4 (MOD’s 4 Tier Grading for Charge Regulations). <strong>Defence</strong><br />
living accommodation is graded for charge in accordance with MOD’s 4 Tier Grading for<br />
Charge Regulations which are contained in TSARS <strong>JSP</strong> <strong>464</strong> Part 4. Sponsorship <strong>of</strong><br />
MOD’s 4 Tier Grading for Charge Regulations jointly rests with Asst Hd DCDS(Pers) SVW-<br />
AFW and DCDS PERS-PM-PAY CHARGES SO1<br />
0121. <strong>JSP</strong> 752. <strong>JSP</strong> 752 is the tri-Service Allowance Regulations. Sponsorship rests with<br />
DCDS PERS-PM.<br />
0122. <strong>JSP</strong> 754 <strong>JSP</strong> 754 is the Tri-Service Regulations for Pay and Charges and is<br />
sponsored by DCDS PERS-PM.<br />

0124. DIO - Estates Business Management System (EBMS). EBMS Housing is a<br />
reference source, drawn from <strong>JSP</strong> <strong>464</strong>, which contains guidance and instructions on the<br />
operational conduct <strong>of</strong> all housing and estate management tasks, in order to ensure<br />
consistent best practice in managing SFA countrywide. EBMS Housing is available via the<br />
DIO Intranet.<br />
0125. DIO Ops Accommodation decant methodology. The DIO Ops Accommodation<br />
decant methodology is a management tool designed to assist in determining whether<br />
occupants <strong>of</strong> SFA, which is subject to upgrade, should be decanted to another SFA either<br />
temporarily whilst the work is being undertaken, or on a permanent basis. The<br />
methodology is based on a points system that enables the severity <strong>of</strong> the work to be<br />
assessed in a consistent and objective manner, and which may trigger decant when a<br />
score <strong>of</strong> 10 points or more is accumulated. Subject to any overriding health and safety<br />
considerations, ultimately, the decision to decant rests with the occupant in consultation<br />
with DIO Ops Accommodation. Implicit within the methodology is the requirement to<br />
provide maximum notice to occupants <strong>of</strong> SFA that upgrade work will be undertaken.<br />
