10. Service Hospital Welfare Department (SHWD). SHWD staff employed in<br />

designated Service Hospital appointments may apply to occupy temporarily surplus SFA<br />

on payment <strong>of</strong> the entitled rate.<br />

11. Community Development Workers. Community Development Workers may apply<br />

to occupy temporarily surplus SFA on payment <strong>of</strong> the entitled rate 36 .<br />

LOCAL MARKET RATE<br />

12. MOD Civil Servants & MOD Trading Fund Agency Civil Servants. Married (or<br />

those in a civil partnership) Civil Servants, deemed suitable by virtue <strong>of</strong> the<br />

grade/nature/clearance <strong>of</strong> their employment by the Local Service Commander in<br />

consultation with the HASC may apply to occupy temporarily surplus SFA on payment <strong>of</strong><br />

the market rate.<br />

13. MOD Civilians - Temporary accommodation whilst house hunting. Married(or<br />

those in a civil partnership) MOD civilian staff who are moving home in the permanent<br />

public interests (PPI) <strong>of</strong> the Department (i.e. on move to an appointment at a new duty<br />

station) may be authorised to occupy temporarily surplus SFA, on payment <strong>of</strong> the market<br />

rate, for a maximum period <strong>of</strong> 6 months for the specific purposes <strong>of</strong> house hunting. They<br />

should not be permitted to occupy if the property they are buying or selling is within the<br />

area <strong>of</strong> their present duty station. Authority to issue temporary 'house hunting' agreements<br />

lies with the HASC in consultation with the Local Service Commander.<br />

14. Civil Servants from other Exchequer Departments. Civil Servants from other<br />

Exchequer Departments such as local authorities and emergency services may apply to<br />

occupy temporarily surplus SFA on payment <strong>of</strong> the market rate.<br />

15. Non-Regular Permanent Staff <strong>of</strong> the TA (NRPS). NRPS have no entitlement to<br />

SFA (and SLA) at their normal duty station although they are entitled to be accommodated<br />

when at camp, on detachments or courses away from their normal duty station. NRPS<br />

may apply to occupy temporarily surplus SFA on payment <strong>of</strong> the market rate.<br />

16. MOD Police recruited after 1 Sep 94. MOD Police recruited after 1 Sep 94 may<br />

apply to occupy temporarily surplus SFA on payment <strong>of</strong> the market rate.<br />

17. Limited Commitment/Home Commitments. Limited Commitment/Home<br />

Commitment Reservists employed under the conditions <strong>of</strong> the Reserve Forces Act may<br />

apply to occupy temporarily surplus SFA at their place <strong>of</strong> duty on payment <strong>of</strong> the market<br />

rate.<br />

18. NAAFI employees. Provision <strong>of</strong> accommodation for NAAFI employees is laid down<br />

in the Service Level Agreement between MOD and NAAFI – DCI GEN 164 2004 refers.<br />

Where suitable accommodation <strong>of</strong> the correct scale is not available, SFA may be provided<br />

to NAAFI staff and the rent waived. NAAFI employees may choose to be allocated<br />

temporarily surplus SFA as an alternative to their synopsis accommodation. The<br />

application is to be supported by HQ NAAFI (Human Resources Directorate) and<br />

forwarded to the HASC for exceptional approval. In these cases, NAAFI is responsible for<br />

payment <strong>of</strong> the market rate.<br />
