entitlement is allocated for service reasons, the SFA charge is to be that related to a<br />

Grade 1 SFA <strong>of</strong> the Type to which the Service person is normally entitled, unless the<br />

Grading <strong>of</strong> the SFA actually occupied is lower in which case the lesser rate must be<br />

charged. Where the Fuel Subsidy Scheme is applicable, the FSS rate applied is to be<br />

based on the type <strong>of</strong> SFA the occupant is entitled to. <strong>JSP</strong> 754 – Tri service regulations for<br />

Pay And Charges Chapter 9 (Sections 2 and 3) refers. The applicant may decline the <strong>of</strong>fer<br />

<strong>of</strong> above entitlement SFA without penalty, and retain their existing position on the<br />

Application List.<br />

0332 Request to occupy SFA above entitlement. Service personnel may request as a<br />

matter <strong>of</strong> personal choice to occupy SFA above their entitlement, if available, on the basis<br />

that they will pay the accommodation charge for the Type and Grade <strong>of</strong> SFA which they<br />

occupy. Above entitlement allocations arising from personal choice are to be made on the<br />

same basis as allocations to entitlement, in that occupants <strong>of</strong> above entitled properties will<br />

not normally be required to vacate during the course <strong>of</strong> their tour <strong>of</strong> duty unless<br />

circumstances arise which make the continued occupation <strong>of</strong> the property inappropriate or<br />

impossible (see Chapter 8 Section V). Continued occupation <strong>of</strong> Above Entitlement<br />

SFA is to be reviewed by the HASC when a new assignment order is issued and the<br />

licencee wishes to remain in the same SFA. It is the responsibility <strong>of</strong> the Service<br />

person to notify the HASC <strong>of</strong> their new assignment.<br />

0333 Allocation <strong>of</strong> SFA below entitlement (One Down) (RN and Army personnel<br />

only). The HASC may only <strong>of</strong>fer SFA one Type below entitlement (One Down) when<br />

there is no available SFA <strong>of</strong> the entitled Type and where the size <strong>of</strong> the Service person's<br />

family allows them to be accommodated in SFA one Type below - see Annex B. When<br />

<strong>of</strong>fered SFA below entitlement under the ‘one down’ rules, the applicant has 2 choices:<br />

a. The applicant accepts the one down SFA and the SFA charge for the Type<br />

and Grade <strong>of</strong> SFA allocated will be levied.<br />

b. The applicant declines the one down SFA, and retains his or her place on the<br />

Waiting List for an unlimited period until SFA to entitlement becomes available. The<br />

applicant has no entitlement to a Non-Availability Certificate (NAC) and there is<br />

therefore no entitlement to SSFA.<br />

0334 Opt out <strong>of</strong> One Down. RAF personnel are entitled to SFA <strong>of</strong> the correct<br />

entitlement as a condition <strong>of</strong> service. On those occasions when SFA one type below<br />

entitlement is <strong>of</strong>fered, RAF personnel may exercise their right <strong>of</strong> opt out and are to be<br />

issued with an NAC.<br />

0335 Occupation <strong>of</strong> SFA below entitlement by choice. Service personnel may elect to<br />

occupy SFA one Type below entitlement as a matter <strong>of</strong> choice, and will pay the<br />

accommodation charge for the Type and Grade <strong>of</strong> SFA which they occupy.<br />

0336 Impact on housing entitlement when children no longer qualify as dependant.<br />

When children no longer qualify as dependant in accordance with the definition at <strong>JSP</strong><br />

752, Chapter 1 Section 4, they no longer qualify under the size <strong>of</strong> family criteria for the<br />

purposes <strong>of</strong> SFA allocation but may continue to reside in the SFA as non dependant adult<br />

children. In instances where this may impact on subsequent entitlement to SFA (in the<br />

case <strong>of</strong> PStatCat2 personnel) or downsizing to smaller SFA on next assignment (in the<br />

case <strong>of</strong> all families PStatCat 1 and 2), the following management procedures are to<br />

apply 13 :<br />

a. PStatCat 2. In instances where the youngest or only child <strong>of</strong> a PStatCat 2 is<br />

no longer classified as dependant resulting in loss <strong>of</strong> SFA entitlement, PStatCat 2<br />
