CHAPTER 1<br />

INTRODUCTION<br />

0101. Provision <strong>of</strong> Service Accommodation. It is a condition <strong>of</strong> service in recognition <strong>of</strong><br />

their inherently mobile lifestyles, frequently remote bases and terms <strong>of</strong> service, that<br />

Regular Service (including FTRS(FC)) personnel are provided with a satisfactory<br />

accommodation solution which can take the form, subject to PStatCat and individual<br />

circumstances, <strong>of</strong> either publicly provided family or single accommodation (or an<br />

appropriate substitute) either at, or within an appropriate distance from, their duty unit, or<br />

an appropriate allowances package. Deputy Chief <strong>of</strong> <strong>Defence</strong> Staff (Personnel)<br />

(DCDS(Pers)) D SP Pol is responsible for the formulation <strong>of</strong> tri-Service <strong>Defence</strong> living<br />

accommodation policy through the MOD Central Focus for <strong>Defence</strong> Accommodation (Hd<br />

DCDS (Pers) SVW).<br />

0102. Responsibility for Policy. Policy is approved by The <strong>Defence</strong> Council for the<br />

Army and the RAF and by the Privy Council for the Royal Navy. Within MOD, the<br />

Secretary <strong>of</strong> State for <strong>Defence</strong> has overall responsibility for all aspects <strong>of</strong> <strong>Defence</strong>. He<br />

chairs the <strong>Defence</strong> Council [which directs PUS] and thence the DCDS(Pers). With few<br />

exceptions, DCDS(Pers) formulates Service living accommodation policy on behalf <strong>of</strong> the<br />

<strong>Defence</strong> Council in respect <strong>of</strong> all three services pursuant to its powers and delegations .<br />

Where policy responsibility lies elsewhere, the lead organisation is indicated at the top <strong>of</strong><br />

the relevant regulation within this <strong>JSP</strong>. DCDS(Pers) delegates responsibility for the<br />

formulation <strong>of</strong> tri Service living accommodation policy lead to the Director Service<br />

Personnel Policy (D SP Pol). Within SP Pol, the head <strong>of</strong> Service & Veterans’ Welfare<br />

(SVW) delegates day to day responsibility for accommodation policy to the Asst Head<br />

SVW – AFW, the regulations for which are promulgated in this <strong>JSP</strong>. In discharging these<br />

responsibilities, the Asst Head SVW – AFW may consult with the single Service Housing<br />

Colonels. Sponsorship and periodic review <strong>of</strong> the policy is vested in SVW-Accommodation<br />

Policy (SVW-AP) staff. Proposals for changes to this <strong>JSP</strong> should be submitted to SVW-AP<br />

via the single Service Housing Colonel staffs.<br />

0103. <strong>JSP</strong> <strong>464</strong>. <strong>JSP</strong> <strong>464</strong> - Tri Service Accommodation Regulations (TSARs) is the<br />

overarching and definitive policy source document for the provision <strong>of</strong> <strong>Defence</strong> living<br />

accommodation and takes primacy on all accommodation matters. The sponsorship <strong>of</strong><br />

<strong>JSP</strong> <strong>464</strong> is vested in Hd DCDS (Pers) SVW who is responsible, through the forum <strong>of</strong> the<br />

Living Accommodation Working Group (LAWG) and the Service Welfare Steering Group<br />

(SWSG) for the periodic review <strong>of</strong> the <strong>JSP</strong> in consultation with single Service Personnel<br />

Policy staffs, and the respective providers <strong>of</strong> <strong>Defence</strong> living accommodation in UK and<br />

overseas. Any requirement for bespoke living accommodation policy, outside the<br />

framework <strong>of</strong> <strong>JSP</strong> <strong>464</strong>, should be submitted to Hd DCDS (Pers) SVW for approval by the<br />

LAWG/SWSG.<br />
