SECTION III<br />
PROVISION OF FACILITIES FOR THOSE WITH ADDITIONAL NEEDS<br />
AND DISABILITIES<br />
0715. Adapting SFA for those with additional needs and/or disabilities.<br />
a. Where medical opinion confirms that the nature and extent <strong>of</strong> a dependant's<br />
need or disability is such that an accompanied assignment is feasible, a suitable SFA<br />
should be allocated. Necessary modifications are carried out by, and at the expense<br />
<strong>of</strong>, the HASC in conjunction with the appropriate Local Authority Primary Care Trust<br />
(PCT) and Occupational Therapist (OT), who may be able to assist in the provision <strong>of</strong><br />
specialised equipment.<br />
b. The Guidance Note at Annex C should be followed to ensure timely completion<br />
<strong>of</strong> adaptations. The Unit Welfare Officer for Army Personnel will undertake a<br />
proactive role, whereas the Welfare Staffs and/or Chain <strong>of</strong> Command for RN and<br />
RAF personnel will only become involved when required and when invited to do so by<br />
the Service Person.<br />
c. The HASC will appoint an Additional Needs Focal Point (ANFP) to liaise with<br />
the Service Person and the PCT. This is usually the Deputy Housing Information<br />
Manager.<br />
d. When possible, a modified SFA should be retained in its adapted form for<br />
preferential allocation in the future.<br />
SECTION IV<br />
DECORATION OF SFA<br />
0716. Interior/exterior decoration. Interior and exterior decoration is the responsibility <strong>of</strong><br />
DIO Ops Accommodation. The planned cycle is to redecorate exteriors every 3 to 5 years,<br />
depending on climatic conditions, and interiors every 4 years. Self-help interior decorating<br />
is not discouraged, but occupants must consult the local HASC representative beforehand.<br />
If the occupant decides to use non-standard colours, or wallpaper, it must be accepted that<br />
by doing so the occupant may be liable to pay costs for labour and materials to bring the<br />
SFA back to the normal standard on move out. DIO Ops Accommodation representative<br />
conducting the move out will be the arbiter <strong>of</strong> whether or not redecoration is required, and<br />
to what extent, at the Pre-Move Out Advisory Visit.<br />
SECTION V<br />
GROUNDS MAINTENANCE<br />
0717. SFA. The responsibility for the conduct and funding for grounds maintenance work<br />
within SFA enclosed gardens is as follows:<br />
a. Enclosed gardens within occupied SFA. It is the occupant’s responsibility to<br />
maintain the garden in a tidy condition including cutting the grass, maintaining the<br />
