CHAPTER 3<br />

POLICY FOR THE ENTITLEMENT TO HOUSING FOR UNITED KINGDOM SERVICE<br />

PERSONNEL EVACUATED FROM THEIR PERMANENT DUTY STATION OVERSEAS<br />

TO UK<br />

1. Those Service families whose evacuation has been authorised by the Head <strong>of</strong><br />

Mission after consultation with the relevant FCO department will be entitled to SFA in UK.<br />

Any clarification regarding the status <strong>of</strong> evacuees should in all cases be sought from the<br />

single Service nominated points <strong>of</strong> contact who are responsible for the reception and coordination<br />

<strong>of</strong> evacuated families (see para 7).<br />

2. Evacuated Service families who are entitled to SFA will have a choice <strong>of</strong> where to live<br />

in UK and are to submit an appropriate SFA Application Form to the HASC at the earliest<br />

opportunity after return to UK. Up to 30 days subsistence is available to provide<br />

evacuated families with sufficient time to contact the HASC, submit an Application Form<br />

and move into SFA/SSFA. Guidance on the allocation <strong>of</strong> SFA is as follows:<br />

a. Unaccompanied Service Families. Those families who return<br />

unaccompanied (ie the Service spouse/civil partner remains in the overseas theatre)<br />

may be allocated housing (SFA or SSFA as determined by the HASC) in their<br />

preferred area <strong>of</strong> choice. Should they so wish, they can select a location within 50<br />

miles <strong>of</strong> either the home <strong>of</strong> an immediate member <strong>of</strong> their family, or, within 50 miles<br />

<strong>of</strong> their child’s school. Whilst the primary requirement is to provide the family with<br />

suitable SFA, it is recommended that allocation <strong>of</strong> a particular property is undertaken<br />

in accordance with the rank (in this case the rank <strong>of</strong> the separated Service<br />

spouse/civil partner) and family size criteria in TSARs <strong>JSP</strong> <strong>464</strong>.<br />

b. Accompanied Service Families. Where a family returns accompanied by the<br />

Service person the location <strong>of</strong> housing is to be in accordance with any guidance<br />

issued by the Service Authorities in respect to any likely or planned employment <strong>of</strong><br />

the Service person. In these circumstances the family is to be allocated SFA in<br />

accordance with TSARs <strong>JSP</strong> <strong>464</strong>. In the event that there is no identifiable duty<br />

station the family may select a location within 50 miles <strong>of</strong> either the home <strong>of</strong> an<br />

immediate member <strong>of</strong> their family, or, within 50 miles <strong>of</strong> their child’s school.<br />

3. Services Cotswold Centre (SCC). As an alternative to occupying SFA, evacuated<br />

Service families may opt to occupy families’ accommodation at the Services Cotswold<br />

Centre (SCC). This is a tri-service facility, managed and funded by the Army on behalf <strong>of</strong><br />

the MoD. It provides short-term transit accommodation for families in 60 self-contained<br />

chalet style homes including emergency accommodation for families who are evacuated<br />

from overseas assignments. Bids for SCC accommodation should be made via The Army<br />

Welfare Service at HQ Land Forces, Upavon, Pewsey, SN9 6BE.<br />
