solution.<br />

d. Asst Hd DCDS (Pers) SVW-AFW will determine (if necessary in consultation<br />

with the applicant, DIO Ops Accommodation and MA/VCDS) which accommodation<br />

solution is most appropriate. Difficult cases, and all cases relating to 2, 3 and 4 Star<br />

Officers will, if the need arises, be referred to VCDS.<br />

0326 Maintenance <strong>of</strong> the List. MA/VCDS is responsible for notifying Directors <strong>of</strong><br />

appointments within their areas <strong>of</strong> responsibility which qualify for inclusion on the List.<br />

Directors who wish to add or remove appointments on the agreed List must inform VCDS,<br />

copy to DCDS(Pers) and DIO/DIO Ops Accommodation, providing suitable justification.<br />

Amendments to the List may only be made with VCDS’ express authority.<br />

SECTION IV<br />

SFA ENTITLEMENTS<br />

0327 SFA entitlements by OSFA and ORSFA Type. A summary <strong>of</strong> SFA entitlements<br />

by Officers SFA and Other Ranks SFA Type is at Annex B. SFA is classified by Type in<br />

accordance with the space standards and specifications in <strong>JSP</strong> 315, Scales 21 and 22.<br />

The Scales are indicative and some variation between properties which are similarly<br />

Typed is to be expected. Deficiencies are reflected in the SFA charge through the<br />

application <strong>of</strong> MOD’s 4 Tier Grading Regulations.<br />

0328 SFA Allocation for families with three children all aged 10 years and over.<br />

Where there is an entitlement to Type C or Type V SFA, a family with 3 children who are<br />

all aged 10 and over, will be entitled to elect to occupy a type D or IV SFA but must pay<br />

the type D or IV charges. The exception to this is RAF Warrant <strong>of</strong>ficers who are entitled to<br />

a type D SFA regardless <strong>of</strong> their family size. Families with three children under ten may<br />

apply to occupy a four bedroom SFA on an eligible basis. All families with four children are<br />

entitled to Type D or Type IV SFA.<br />

0329 Entitlements in designated high cost areas. In designated high cost areas 12 ,<br />

Officers are entitled to reduced scale SFA in accordance with the indicative reduced space<br />

standards in <strong>JSP</strong> 315, Scale 21. Reductions in house size are reflected in the SFA charge<br />

through the application <strong>of</strong> MOD’s 4 Tier Grading Regulations. Other ranks are entitled to<br />

full sized SFA in accordance with <strong>JSP</strong> 315, Scale 22. Designated high cost areas include<br />

London (defined as the area within the radius <strong>of</strong> the M25). Due to the historical<br />

configuration <strong>of</strong> the SFA Estate in London, the majority <strong>of</strong> Other Ranks SFA are full sized<br />

and may be allocated by the HASC for estate management reasons.<br />

0330 SFA above or below entitlement. Should the HASC be unable to allocate SFA<br />

appropriate to the applicant's entitlement, alternative accommodation above or below the<br />

entitlement will, if available, be <strong>of</strong>fered.<br />

0331 Allocation <strong>of</strong> SFA above entitlement. The HASC may <strong>of</strong>fer SFA above<br />

entitlement on those occasions when SFA <strong>of</strong> the entitled Type is not available (thereby<br />

avoiding SSFA). Above entitlement allocations are to be made on the same basis as<br />

allocations to entitlement, in that occupants <strong>of</strong> above entitled properties will not normally<br />

be required to vacate during the course <strong>of</strong> their tour <strong>of</strong> duty unless circumstances arise<br />

which make the continued occupation <strong>of</strong> the property inappropriate or impossible (see<br />

Chapter 8 Section V). In order not to disadvantage personnel when SFA above the normal<br />

A high cost area or location is one where the cost <strong>of</strong> a comparable house to the appropriate <strong>of</strong>ficer SFA, based on<br />

statistics provided by the DCLG, is a factor <strong>of</strong> 1.5 higher than the nation-wide average.<br />
