b. On Marriage/Civil Partnership. Whilst there is no entitlement to SFA prior to<br />

the date <strong>of</strong> marriage/civil partnership, if circumstances and availability permit, the<br />

HASC may be able to make SFA available up to 2 weeks prior to the date <strong>of</strong><br />

marriage/ civil partnership to assist the Service applicant in moving in furniture and<br />

possessions. However, occupation <strong>of</strong> the property by the Service person and/or<br />

their intended spouse/civil partner is not permitted until the date <strong>of</strong> marriage/civil<br />

partnership.<br />

c. Early Mover Status. Early Mover Status (EMS) allows Units effected by a<br />

relocation to plan a staggered relocation <strong>of</strong> families by up to 12 months either<br />

preceding or following the expected date <strong>of</strong> the Unit move. Prior to an application<br />

for EMS, Units must liaise with DIO Ops Accommodation (or other housing provider<br />

if overseas) to ensure that sufficient SFA properties are available at the new<br />

location as there is no entitlement to SSFA. Where a Unit has been granted<br />

authority by the PACCC to award EMS, qualifying Service personnel are then<br />

permitted to apply for SFA (together with DA and removals) at the new duty station.<br />

EMS may also be granted to those assigned to join a Unit that is about to relocate<br />

within 12 months, allowing them to relocate directly to the new duty station in order<br />

to avoid the need for a double move. Full details are given within <strong>JSP</strong> 752<br />

(Chapter 7 para 01.0108).<br />

d. Change in circumstances. When requiring re-allocation following a change in<br />

circumstances, or becoming entitled to SFA due to an impending change <strong>of</strong><br />

PStatCat, or by virtue <strong>of</strong> appointment.<br />

SECTION III<br />

SUBMISSION OF THE SFA APPLICATION FORM<br />

0503. Application Form. Personnel requiring SFA are to apply electronically using the<br />

E1132 available via the <strong>Defence</strong> Intranet at http://apps01.domis.r.mil.uk/e1132/. Where<br />

the <strong>Defence</strong> Intranet in unavailable for Service reasons they are to submit the Application<br />

Form at Annex A to the appropriate HASC at their new duty unit.<br />

0504. Families with Additional Needs or Disability Requirements. Where a family has<br />

a special need, such as a requirement for ground floor accommodation for medical<br />

reasons, the application is to be supported by written pr<strong>of</strong>essional evidence (eg OT report)<br />

from an appropriate source.<br />

0505. Accommodation required date. The accommodation required date is to be<br />

annotated on the Application Form:<br />

a. This may be specified at any time up to 4 weeks before, and 4 weeks after, the<br />

date <strong>of</strong> assignment (ie within an 8 week window) except for those assigned to<br />

Campaign Continuity Operational Tours (see 0505b below). While there is no<br />

entitlement to SFA prior to the date <strong>of</strong> assignment (unless vacating tied/ex-<strong>of</strong>ficio<br />

SFA or posted in to UK from overseas), the HASC will make every effort to meet an<br />

applicant’s required date before date <strong>of</strong> posting.<br />

b. Where the Service person has been assigned to a Campaign Continuity<br />

Operational Tour <strong>of</strong> 9 months or more, they will exceptionally be entitled to request<br />
