Irregular Occupants or dischargees should not be pre-allocated. If appropriate SFA is not<br />

available, the HASC is to give the applicant 2 choices:<br />

As at 13 Jul 12<br />

a. To request allocation <strong>of</strong> SSFA. If the applicant requests SSFA, the HASC will<br />

issue a Non Availability Certificate (NAC) so that commercially rented<br />

accommodation may be provided by the MOD Contractor (See Chapter 6). Where<br />

precedent suggests that SFA would normally become available, the HASC may,<br />

with the approval <strong>of</strong> the applicant, issue a holding reply rather than an NAC. In the<br />

event that an NAC became necessary it should be issued no later than 51 days (for<br />

moves in UK) and 65 calendar days (for moves into UK from overseas) before the<br />

required date to ensure that there was sufficient time for the SSFA process to be<br />

administered.<br />

b. To decline SSFA. If the applicant declines SSFA, they will remain on the<br />

Waiting List (see para 0513c) and be <strong>of</strong>fered an appropriate SFA when one<br />

becomes available.<br />

0509. Accepting the Offer. Applicants are required to accept or turn down the <strong>of</strong>fer in<br />

writing within 14 days <strong>of</strong> its receipt.<br />

0510. Turning down the Offer. The applicant may turn down the <strong>of</strong>fer in the following<br />

circumstances:<br />

a. Offer not to entitlement. In the event that an <strong>of</strong>fer is not to the applicant’s<br />

entitlement, the HASC is to make a further <strong>of</strong>fer within the original 15 working day<br />

period (if there is time remaining), or at the earliest opportunity thereafter. In this<br />

event, the applicant is entitled to retain SFA in UK at their existing duty station until<br />

the further <strong>of</strong>fer to entitlement is made.<br />

b. For personal reasons. In the event that the applicant turns down the <strong>of</strong>fer for<br />

personal reasons, the HASC is to make one further <strong>of</strong>fer to entitlement when a<br />

suitable SFA becomes available (but the application is not subject to the 15 working<br />

day administrative period). SSFA is not to be authorised in these circumstances.<br />

Discussion between the HASC and the applicant may be necessary to identify<br />

flexibility in the applicant’s required date, which may have to slip in order for the<br />

HASC to identify a suitable SFA. Whilst the applicant is entitled to retain SFA at<br />

their existing duty station (para 0822c) up to 28 days after their date <strong>of</strong> posting,<br />

retention beyond that time is only to be approved if surplus SFA is available. The<br />

HASC is to seek assistance from the Local Service Commander if the applicant<br />

turns down the second <strong>of</strong>fer or when arbitration on particular cases is required.<br />

0511. Changes in the <strong>of</strong>fer. In the event that it becomes necessary for the HASC to<br />

subsequently change the <strong>of</strong>fer at any time after it has been accepted, the HASC is to<br />

make a further <strong>of</strong>fer <strong>of</strong> an alternative address, or issue a NAC for SSFA. In the case <strong>of</strong><br />

applicants with school age children for whom arrangements have already been made to<br />

attend local schools, the alternative <strong>of</strong>fer is to be in the same school catchment area<br />

(unless otherwise requested by the applicant), so as not to jeopardise the school place. If<br />

appropriate SFA is not available within the same school catchment area, a NAC for SSFA<br />

is to be issued.<br />

0512. Confirmation <strong>of</strong> address. The HASC is to confirm the address <strong>of</strong> the <strong>of</strong>fered and<br />
