order). Personnel who do not choose to take up their entitlement at their duty station are<br />

eligible to apply to occupy temporarily surplus SFA at an alternative location elsewhere in<br />

UK on the understanding that SFA in their preferred area <strong>of</strong> choice may not be available,<br />

and that they may be required to vacate the SFA on receipt <strong>of</strong> 28 days notice should the<br />

property be required by an entitled occupant or be subject to upgrade, disposal or required<br />

for some other Service reason.<br />

0322 Armed Forces Chaplains Undergoing Initial Training. PStatCat 1 and 2<br />

Chaplains are entitled to SFA at their first Duty Unit whilst they are undergoing initial<br />

Phase 1 military training, provided the respective Manning Authority has informed the<br />

Service Chaplain <strong>of</strong> his first duty location prior to the commencement <strong>of</strong> initial training.<br />

The entitlement arises 2 weeks prior to the start <strong>of</strong> initial training. This policy does not<br />

apply to Chaplains in PStatCats 3, 4 and 5 undergoing initial training, although Chaplains<br />

in these PStatCats are already entitled to apply for SFA (see para 0302) where they are<br />

undertaking a pastoral responsibility at their duty unit.<br />

0323 Entitlement to retain SFA at a previous Duty Station. In certain circumstances,<br />

Service personnel are entitled to retain SFA at a previous duty station – para 0822 refers.<br />

SECTION III<br />

VCDS 45 MINUTE TRAVEL LIST IN LONDON<br />

0324 Entitlement to accommodation. Personnel filling appointments on the VCDS 45<br />

Minute Travel list are entitled to occupy accommodation (which may be SFA, SSFA or<br />

SSSA) within 45 minutes travel time by public transport 2 <strong>of</strong> their place <strong>of</strong> duty. When<br />

applying for accommodation, personnel should make it clear on the application form that<br />

they require accommodation within the 45 minute travel radius. VCDS List personnel may<br />

seek accommodation outside the 45 minute travel radius for personal reasons with the<br />

approval <strong>of</strong> their Director, and in accordance with the notification procedures at para 0321.<br />

Their appointment will be removed from the List (held by VCDS’s Outer <strong>of</strong>fice) and will<br />

only be reinstated with the approval <strong>of</strong> VCDS.<br />

0325 Application and allocation <strong>of</strong> SFA within 45 minutes travel. 45 Minute List<br />

personnel opting to serve accompanied and wishing to occupy SFA should contact the<br />

Area Housing Manager Aldershot HASC to discuss their housing options. SFA Application<br />

Forms are to be administered by the HASC in accordance with the following guidelines:<br />

a. The HASC should always attempt to provide SFA to the appropriate entitlement,<br />

unless the applicant is prepared to accept below entitlement SFA, within 45 minutes<br />

travel by public transport <strong>of</strong> the applicant’s place <strong>of</strong> duty (Option 1).<br />

b. If there is no suitable SFA available within 45 minutes travel by public transport,<br />

the HASC should establish whether the applicant would exceptionally be prepared<br />

to accept SFA outside <strong>of</strong> the 45 minutes travel radius (Option 2) and, if that is the<br />

acceptable to the applicant, allocate SFA accordingly.<br />

c. In cases where Options 1 and 2 are not possible, DIO Ops Accommodation<br />

should refer the case to Asst Hd DCDS (Pers) SVW-AFW. The case should include<br />

a cost analysis showing:<br />

(1) The potential costs <strong>of</strong> SSFA in Central London (Option 4).<br />

(2) The availability <strong>of</strong> suitable SFA outside 45 minutes travel and the cost <strong>of</strong><br />

SSSA within 45 minutes travel (Option 3)<br />
