law schools located in provincial towns, including<br />

Gonaives, Les Cayes, Jacmel, Hinche, Fort Liberte, Saint-Marc,<br />

<strong>and</strong> Cap-<strong>Haiti</strong>en. Total enrollment in law schools in secondary<br />

cities is estimated to be around 800 students, including the Law<br />

School of Gonaives with an enrollment of 524 in 1995. Ten<br />

small private schools offer training in engineering, <strong>and</strong> more<br />

than two dozen offer specialized training in religion (Catholic<br />

<strong>and</strong> Protestant seminaries), business <strong>and</strong> commerce, journalism<br />

<strong>and</strong> communications, medical programs, <strong>and</strong> education.<br />

Fertility <strong>and</strong> Family Planning<br />

In view of intense population pressure, fertility <strong>and</strong> family<br />

planning are critical issues in <strong>Haiti</strong>. In the 1990s, studies show<br />

an overall decline in <strong>Haiti</strong>'s fertility rate since the 1960s despite<br />

rising rates reported for the 1980s. The total fertility rate in<br />

1996 was 4.8 percent—far higher than the regional average of<br />

2.8 percent. In rural <strong>Haiti</strong>, the rate of fertility is 5.9 children<br />

per woman compared to 3.0 in Port-au-Prince. <strong>Studies</strong> show a<br />
