<strong>Dominican</strong> <strong>Republic</strong> <strong>and</strong> <strong>Haiti</strong>: <strong>Country</strong> <strong>Studies</strong><br />

America are notable for their detailed record of the development<br />

of the <strong>Haiti</strong>an National Police, based on periodic visits<br />

for personal observation. In several studies, Donald E. Schulz<br />

of the Army War College analyzes the country's internal security<br />

problems in a broader framework. The 1998 United<br />

Nations report on its civilian police mission appraises the success<br />

of its efforts to improve the police <strong>and</strong> judicial systems<br />

three years after the return of civilian rule. A vivid account by<br />

Elizabeth Rubin in the New York Times Magazine relates the<br />

experiences of a <strong>Haiti</strong>an-born New York City policeman helping<br />

to deal with the enormous problems of bringing order to a<br />

society with no tradition of law <strong>and</strong> justice.<br />

The political role of the army from the close of the Duvalier<br />

era in 1986 until the restoration of democratic rule in 1994 is<br />
