4.3 Outcomes Domain<br />

The Outcomes domain (Figure 4-14) differs from the other measurement domains in that the division and<br />

identification of types of outcomes can be structured in many different ways. The structure that has been<br />

defined is intended to facilitate alignment of agency activities with the <strong>Australian</strong> <strong>Government</strong>’s Outcomes and<br />

Programs Policy, and breaks outcomes into program outcomes and business outcomes.<br />

Measurement indicators defined within the Outcomes domain measure the effects attributable to the delivery of<br />

a business initiative, not the outcome itself, which is inferred from the observed effects. By combining and<br />

weighting the observed effects according to an algorithm, the outcome is qualitatively evaluated.<br />

The program outcomes sub-type is structured around the themes of the <strong>Australian</strong> <strong>Government</strong> Interactive<br />

Functions Thesaurus (AGIFT), which describes the functions of government independent of agency structures.<br />

This is intended to classify the outcomes sought through business initiatives in a way that clearly illustrates the<br />

alignment between agency initiative and government initiative and the contribution of business outcome to<br />

government outcome.<br />

The business outcomes sub-type is structured around the common themes of organisational function—the<br />

things that every agency does in order to operate.
