The outputs of government operations are the linkage between internal government functions and the delivery<br />

of government programs, ultimately resulting in the realisation of government policy outcomes. In order to<br />

ensure that government programs are successes and policy outcomes are realised, it is essential to have<br />

outputs that are fit for purpose.<br />

In addition to program-defined requirements, some of the outputs produced and delivered by government are<br />

subject to safety regulations, operational standards, security legislation and other forms of regulation. Those<br />

additional requirements must also be assessed as part of determining the fitness for purpose of an output.<br />

If a government program fails to realise intended outcomes, it is possible that the outputs delivered by<br />

government programs were not suitable as the program delivery mechanism (that is, the outputs were not fit for<br />

purpose).<br />
