4.6 Work domain<br />

‘Work’ is the general term applied to the business processes and activities executed within government<br />

agencies. Work is the conversion of input resources into outputs via processes. There are only three different<br />

types of work:<br />

� Ad hoc tasks have a typically short duration period and largely informal control structures. They can<br />

occur as a one-time activity or on a regular basis and may have the ability to change an organisation,<br />

but that is undesirable for the organisation.<br />

� Operations and business as usual (BAU) are often referred to as processes and may have a short or<br />

long duration. They have highly formalised control structures (rules and governance), are highly<br />

repetitive and are designed specifically to not realise change.<br />

� Projects have a long duration, are intended to realise change (achieve an outcome), have highly<br />

formalised control structures (governance), and by definition are executed only once.<br />

Projects<br />

Highly Formal<br />

Projects can never become operational processes. Projects may develop new operational processes that are<br />

commissioned and executed by business, but this represents the establishment of a new process, not a<br />

continuation of the project.<br />

Projects may also be established in order to define a new service. When associated with the project and its<br />

execution, the service is an output. However, once the service is operational it produces outputs of its own, and<br />

the sustainment of the service is considered to be work.<br />

Work accommodates processes executed both by people (manual labour) and by ICT systems (technology<br />

labour). ICT systems and the work they do are most commonly associated with operational and BAU processes<br />

(routine transaction processing).<br />
