1.0 INTRODUCTION<br />

The .Holden Mine is a former underground copper, zinc, gold and silver mine located approximately I1<br />

miles west of the boat landing at Lucerne on Lake Chelan, situated in Chelan County. Washington<br />

(Figures 1.1-1 through 1.1-3). The Howe Sound Company operated the mine and mill behrveen 1938 and<br />

1957, and shipped the concentrate produced in the mill offsite for smelting. Since closure of the mine,<br />

potential environmental concerns have been identified by relevant agencies. The concerns are primarily<br />

related to the leaching of select metals from mine tailings into a nearby surface water body (Railroad Creek),<br />

the release of mine portal drainage into Railroad Creek, and the potential release of tailings materials into<br />

Railroad Creek due to erosion.<br />

The United States Department of Agriculture-<strong>Forest</strong> <strong>Service</strong> (referred to hereafter as USFS) addressed some<br />

of the concerns during site activities between 1989 and 1991. However, the agencies continued to have<br />

concerns. Alumet. a successor to the Howe Sound Company, has entered into an agreement with the<br />

Washington State Department of Ecology (Ecology), the United States Environmental Protection Agency<br />

(EPA), and USFS (referred to hereafter as the Agencies) to address the concerns by completing studies to<br />

further characterize the Holden Mine site (referred to hereafter as the Site) and develop remedial<br />

alternatives.<br />

This report presents the results of a Remedial Investigation (RI) conducted on behalf of Alumet Inc. at the<br />

Site. The RI was completed'in accordance with:<br />

1. The current drafts of the Administrative Order on Consent (AOC) and Statement of Work<br />

(SOW) dated April 11, 1998<br />

2. The April 10, 1997 drafts of the April 1997 Sampling and Analysis Plan (SAP) (<strong>Dames</strong> &<br />

<strong>Moore</strong>, 1997a), Quality Assurance Project Plan (QAPP) (<strong>Dames</strong> & <strong>Moore</strong>, 1997b), and<br />

' Health and Safety Plan (H&S Plan) (<strong>Dames</strong> & <strong>Moore</strong>, 1997c)<br />
